PUD-57 - TREETOPS UNLIMITED.

ITEM EXPLANATION
This item is a request for a revision to the last sentence t
condition no. 39 for CT 83-21/PUD-57. This 406 unit projeci
located in Villages 0 + P-1 of the Calavera Hills Master P1i and was approved in December 1983. The applicant is presen'
grading the site and models are under construction in unit
Condition no. 39 required that Tamarack Avenue be extended future College Avenue prior to occupancy of any buildings i
2, 3 or 4 of this project, see Exhibit "A". This condition placed on the project to provide a secondary access in confl
with the city's cul-de-sac policy.
The extension of Tamarack Avenue to College Avenue at this would require Pacific Scene to construct Tamarack Avenue, C
Avenue and Elm Avenue through property that is owned by the Calavera Hills Company, (Cesco), see Exhibit lrBrr. When thi
project was originally approved it was assumed that the Cal
Hills Company would be developing their property in a time1 and these improvements would be constructed or under constr when needed. Although the Calavera Hills Company has appro tentative maps on some of their villages they are not activ working towards the issuance of building permits.
Pacific Scene will need a second point of access to Village in the near future. They are requesting a revision of cond
no. 39 of CT 83-21/PUD-57 to allow half width Harwich Avenu

Tamarack Avenue and College Avenue will be constructed when
Villages Q and L-2 are developed.
Normally a request like this would Se processed through the
Planning Commission before being presented to the Council.
However, in an attempt to save time this request is being pre:
directly to the Council. Pacific Scene has its equipment on z
and would like to start the construction of Harwich, Glasgow i
the improvements around the park site immediately.
Staff believes that the proposed revision to condition no. 39
provide adequate secondary access to Villages 0 a- P-1 and wil:
also result in improvements that are needed to allow the Calay
Park site to develop.
ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this projeci
not have a significant effect on the environment and, therefo:
has issued a notice of Prior Compliance on September 7, 1985.
FISCAL IMPACT
The increased need for city capital facilities resulting from development will be offset by the payment of the public facil
fee. Any capital facilities related directly to this develop] will be constructed and paid for by the developer.
Increased operating expenses related to this development will
offset to some extent from increased tax or fee revenue gener by the development. No detailed economic impact analysis of
development has been conducted at this time so predictions of portion of operating expenses covered by additional operating revenue created as a result of this project cannot be made.

FROM HARWICH DRIVE AND GLASGOW DRIVE RATHER THAN
TAMARACK AVENUE AND COLLEGE AVENUE IN THE P-C ZONE

WHEREAS, said revision has already been considered
conjunction with a previously approved environmental docume
therefore a Notice of Prior Environmental Compliance was is
