RECOMMENDED ACTION:
Adopt Resolution No. /2&!.S- adopting the Police Salary
Schedule effective September 1, 1985.
ITEM EXPLANATION:
On May 15, 1984, City Council adopted Resolution No. 7607
approving a Memorandum-f Understanding with CPOA. The term
of the memorandum is for ap?roximately two years expiring
on March 23, 1936.
The second year of the llOU stipulates that a salary survey
be conducted during September, 1985. The purpose of the salary survey is to determine the average top step merit
salary among the eligible agencies and to raise Carlsbad's top step merit salaries to equal the county wide average.
Article 8.2 and 8.3 identifies the procedures which were used in gathering and interpreting the salary data in order
to accomplish the agreed to adjustments. Salary adjustments are retroactive to September 1, 1985.
The survey results indicate that the salaries of Police Officer
and Senior Police Officer need to be increased by 9%. Police Sergeant needs -Lo be increased by 5.3%. The Communications Operator I and I1 and the Records and Communications Supervisor salaries need to be increased by 9.1%.
FISCAL IMPACT:
Cost of salary adjustment.sand related benefits is $147,200 for the remainder of the 1935-86 fiscal year, reducing the contingency fund to $467,677.

RESOLUTION NO. 8205
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ADOPTING THE POLICE EMPLOYEES' SALARY PLAN OF THE
CITY.
WHEREAS, representatives of management and the Carlsbad
Police Officers' Association conducted negotiations pursuant
to the Meyers-Milias-Brown Act, regarding wages and other terms
and conditions of employment for the period May 15, 1984, through
March 23, 1986; and
WHEREAS, said representatives reached agreement and submitted
the Memorandum of Understanding to the City Council which was
approved; and
WHEREAS, the second year of the Memorandum of Understanding
required the completion of a salary survey in order to make
necessary salary adjustments, and that said survey has been
conducted accordingly; and
WHEREAS, the survey results have been identified in the
Police Department Salary Schedule, marked Exhibit A, and
incorporated by reference her-; and
WHEREAS, funds for this salary adjustment are available
in the city's contingency account;
NOW, THEREFORE, BE IT RESOLVED by the City Council for the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Police Department Salary Schedule is hereby
accepted.
3. That the amount of $147,200 is hereby transferred from
the city's contingency account to the Police Department
salary budget.

POLICE SALARY SURVEY
The City of Carlsbad and Carlsbad Police Officers' Association (CPOA) reached an agreement which called for the completion of a salary survey during September, 1985. Article 8 of the Memorandum of Understanding stipulates the procedures which were used in collecting and analyzing salary data. During the first two weeks of September, 1985, Debra Neville, representing
management and Sergeant Don Metcalf, representing CPOA, indepen-
dently collected salary information. These individuals met on
September 11, 1985, to review the data and both have agreed on
the numbers presented in this report.
The cities of Chula Vista and Coronado had not reached agreement by September 1, 1985, and were not included in the survey.
(Article 8.2.4) Carlsbad was also excluded from the survey. (Article 3.2.5) The agencies with the highest and lowest salaries
in each classification were excluded when calculating the average. (Article 8.3.1) As a result, five agencies were used to compute the average salary.
The survey results indicate that the salaries of Police Officer and Senior Police Officer need to be increased by 9%. Police
Sergeant needs to be increased by 5.3%. The Communications
Operator I and I1 and the Records and Communications Supervisor
salaries need to be increased by 9.1%.
Below are the salaries reported from each of the seven qualifying
agencies. Averages were computed excluding the highest and
lowest salaries.
