authorizing the City Library to lease
the Civic Arts and Media Services programs
rent and related expenses.
The Civic Arts Program, to be staffed by the Civic Arts Coordinator and
supervised by the Library Director, will begin operation this fall.
Funds were appropriated in the current fiscal budget for first year
salary, operating costs, and capital equipment purchases for this
program. Appropriate office space for this employee and the Civic Arts
Program itself does not presently exist either at the City :-call complex
or the main library.
The Media Services Division at the library, staffed by the Audio Visual
Specialist, is in need of room to expand its operation. Currently this
function operates in the Audio Visual section of the library. The
enlarging audio visual materials collection, additional staff, equipment
and supplies, and a significant increase in general public traffic
within the AV Division indicates a need for additional work and office
area. The Audio Visual Specialist is responsible for all City media
productions, slide shows, photography and related media services.
Relocating the Media Services Division to leased commercial space will
free up office space in the library for the new Librarian III, Head of
Audio Visual Services, position scheduled to begin November 4, 1985,
And enable expansion of the AV collection.
Staff has negotiated with the property managers of the adjacent
Colonial Mall commercial complex an offer to lease one (1) office of
approximately 250 square feet for the Civic Arts Coordinator and one (1)
office for the Audio Visual Specialist of approximately 500 square feet
for $1.00 per square foot per month including utilities. The property
managers, in a telephone conversation September 25, 1985, agreed to
accept a month -to -month lease arrangement. The City Library's Adult
Learning Program, formerly the Tri-City Literacy Coalition, continues
to lease space in this complex for $1.10 per square toot. A check of
comparable leased space and rates in the immediate area of the library
indicated this location desirable and rate to be very reasonable.
Staff recommends the Council authorize the lease of this office space to
accommodate these functions on a month -to -month basis until such time as
more permanent space is available in the City Hall complex following the
relocation of other departments.
FISCAL IMPACT:
Staff requests Council appropriate $8,375.00 and approve a transfer of
funds from the General Fund's Contingency Account to accomplish the
recommended action:

Outfitting the requested office space for the Media Services Division includes

2 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING
3 LIBRARY LEASED SPACE AND APPROPRIATING FUNDS.
4 WHEREAS, the City Council has determined that the City
5 Library requires additional space for the Civic Arts and Media
6 Services Programs; and
7 WHEREAS, the City Council has determined that leasing
8 commercial space for these functions at this time is necessary;
91 NOW, THEREFORE, BE IT RESOLVED by the City Council of the
10 City of Carlsbad, California, as follows:
11 1. That the above recitations are true and correct.
12 2. That the City Council authorizes the library to lease
13 appropriate space for the Civic Arts and Media Services Programs
14 on a month -to -month basis.
15 3. That the City Council appropriates $8,375.00 for this
16 purpose and approves a transfer of said funds from the General
17 Fund's Contingency Account to the library's accounts designated

PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 15th day of October ,
