RECOMMENDED ACTION:
Adopt Resolution No. <?<?(/£> approving additional funding
for Willdan Associates to perform continued plan checking and
inspection services for the City of Carlsbad.
ITEM EXPLANATION
The FY 85-86 Operating Budget includes $130,000.00 in funding
for the employment of Willdan Associates to conduct plan
checking for the Engineering Departmnt. Due to accelerated
activity in the community, the consumption of this funding has
been more rapid than expected so that currently only $8,885.09
remains on the existing Purchase Order balance. The cost of
plan checking is offset by the payment of fees by the
developers so that an increase in activity generates the
revenue to cover the additional cost.
FISCAL IMPACT
Funds currently appropriated for Willdan's services in Account
No. 01-31-20-2470 are $130,000.00. Based on last year's
expenditure, the additional funding required is $150,000.00.
The cost for this service is offset by plan checking fees
collected from the developers at the time of first submittal.
In addition, we are beefing up the inspection services to the
developers, the expense for which is offset by the 2% fee we
charge these developers. With the increase in activity, we
will also generate proportionately greater inspection
r evenues.

All major improvement plans are checked by Willdan based on a
cost of 70% of the fee collected by the City. Grading plans
and -final maps may be expedited through Willdan based on a
cost of 75% of an increased fee paid by the developer. FY 84-
85 fees collected were $372,448.00 compared to $231,000.00
paid to Willdan for their services.

OF CARLSBAD, CALIFORNIA, APPROVING ADDITIONAL
3 FUNDING FOR SERVICES FROM WILLDAN ASSOCIATES.

5 WHEREAS, the City Manager recommends and the City
6 Council concurs that the continued plan checking and inspection
7 services must be made available in order for the City to
8 fulfill its obligations; and
9 WHEREAS, a satisfactory agreement with Willdan
10 Associates currently exists; and
11 WHEREAS, additional funds need to be appropriated for
12 Fiscal Year 85-86 in the City's Operating Budget;
13 NOW, THEREFORE, BE IT RESOLVED by the City Council of
14 the City of Carlsbad, California, as follows:
15 1. That the above recitations are true and correct.
16 2. That the current funding for plan checking and
17 inspection services in the Engineering Department be increased
18 by $150,000.00 from the Contingency Fund,
19 PASSED, APPROVED AND ADOPTED at a regular meeting of the
20 Carlsbad City Council held on the 15th day of October ,
21 1985 by the following vote, to wit:
