STREET SWEEPING SERVICES

RECOMMENDED ACTION:
Approve ~he Request for Proposal by minute motion and direct distribution of
Request for Proposal for Street Sweeping Services.
ITEM EXPLANATION:
The city entered into a three-year agreement on January 1, 1983 for street
sweeping services with North County Contract Sweeping. The contract will
expire on December 31 of this year. Accordingly, new bids should be solicited
at this time in order to have a new contract in force by that date. The
FY 84~85 costs for street sweeping are $10,100 per month or $121,206 per year.
Additionally, $1,260 was spent for special sweeps such as intersections, bike
lanes, city yard, etc. The specified sweeps are once every two weeks in
residential areas and three times weekly in the downtown area. New streets and
subdivisions are added to the agreement at the cost of $11.50 per curb mile.
The request for proposal, attached, has increased the level of service from
, the forml'?r agreement by:
1. Requiting·the Carlsbad Boulevard bike lanes to be swept once a week.
2. Specifying a broom sweeper to do medians on El Camino Real, Paseo del Norte,
La Costa Avenue and any other intersection as required.
A map has been attached to indicate the areas outlined above,
The additional requirements are expected to increase the cost by about $1,000
per month or $12,000 per year.
FISCAL IMPACT:
The increased sweeping costs cannot be accurately stated at this time. It is
estimated that the costs will increase by about $6,000 this year and about
$12,000 per. year thereafter. The FY 85~86 budget authorized $129,500 and should
0 be sufficient this year.

RE~UEST·FOR PROPOSAL
The City of Carlsbad is requesting proposals for Street Sweeping Services
~hich will commence on January 1, 1986 on a three-year agreement. The
s~rvices will consist of providing labor, material and equipment to sweep
approximately 363 curb miles every other week in residential areas, 3 miles
of curb median and 10 miles of open striped median on El Camino Real every
other week with balance of median being swept as directed, 4 curb miles
three times a week in the downtown area, 14 .. 6 miles of bike lanes on
Carlsbad Boulevard once a week and 4.4 miles of alleys every other week.
The following streets and intersections_will be swept with a broom-type
sweeper: El Camino Real from Highway 78 to Olivenhain Road, La Costa
Avenue from 1-5 to El Camino Real, intersection and median at Palomar
Airport Road and Paseo del Norte and other designated areas.

A copy of the proposed agreement, related documents, special provisions and
detailed map of the area to be swept may be obtained from the Utili·ties and
Maintenance Department, 405 Oak Avenue, Carlsbad, California. It is important
that serious proposers obtain these documents which provide the necessary
details for the desired service.
Proposals will be compared on the basis of·ability to perform the work,
qualifications of the contractor, cost to accomplish the work and the
contractor's inventory of equipment. Use of forms provided by the city
is required.
Immediately following the deadline for receipt of proposals, all submitted
proposals will be reviewed, analyzed and a recommendation made to the City
Council. The city reserves the right to reject any or all of the proposals
and to waive minor defects or irregularities in any proposal. The city
shall have the right to negotiate an agreement based on all factors in the
proposal.
Proposals will be rec~ived at the office of the Utilities and Maintenance
Director, 405 Oak Avenue, Carlsbad, California on or before November 15, 1985
at 4:00 PM. At that time, all proposals will be opened. Any proposals
received after that date and time shall not be considered. A proposal may be
withdrawn prior to scheduled time for the opening of the proposal.
