BLDG. iEa@- CITY ATTYvEdj CITY MGR. a RECOMMENDED ACTION: Adopt Resolution No. Development Processing Services (DPS) Division of the Building Department; approving the 1985-86 budget for Development Processing Services; approving the organizational structure and authorizing the necessary personnel; amending the classification and salary plan, and -authorizing the reclassification of certain positions. &!d , formally establishing the ITEM EXPLANATION The Development Processing Services (DPS) Division was established in April, 1985 in an effort to streamline and expedite the processing of plans and requests from citizens. The operation of this division was made possible by taking staff and funding from the Building, Planning and Engineering Departments. The system has worked very well. There is a need to formalize the structure of Development Processing Services in order to establish it as a budgeted operation with its own personnel. The management of Development Processing Services has been assigned to an Administrative Assistant I1 on an interim basis. It is desirable to create the position of Development Processing Manager and make a permanent appointment to head the operation. FISCAL IMPACT The proposed budget of $269,745 includes$244,865 for personnel services, including benefits; $16,930 for maintenance and operations; and $7,950 for capital outlay. $224,851 is transferred from existing departmental budgets for existing personnel allotments. New funds in the amount of $ 44,894 are requested to fund the operation. EXHIBITS 1. 2. 3. 4. RECOMMENDATION Formally establish the Development Processing Services (DPS) and adopt an operating budget. ANALYSIS/DISCUSSION Personnel currently assigned to Building, Planning and Engineering form the nucleus of the Development Processing Services (DPS) division. With the formal establishment of DPS, the division will be a budgeted operation with its own personnel, under the Building Department. An operating budget and organization chart have been drawn up and are attached. The budget reflects the number of personnel necessary to adequately staff this division. The positions of Plan Check Coordinator and Fire Prevention Engineer are not reflected in the personnel budget. The Plan Check Coordinator is a contract employee and as such is paid out of the Building Department professional services account. The Fire Prevention Engineer, while shown on the organization chart, is not budgeted this year, nor is there any plan to fill the position in the current budget year. It is recommended that the job classification and salary plan be amended to the following extent: 1) Adopt a management classification of Development Processing Manager. Salary range $25,516 - $31,896. (annual) 2) Adopt a job classification of Building Technician 11. Salary range 34, $799.23 - $953.72. (bi-weekly) 3) Adopt a job classification of Technician I, which would serve as an entry level position. Salary range 27, $685.90 - $816.38. (bi-weekly) The organization chart does not accurately reflect the current personnel from Planning assigned to Development Processing Services. There is at present an Assistant Planner and two Planning Technician 11's. The position of Associate Planner could serve as a promotional opportunity at some future date, and should one of the Technician 11's leave, the position would be replaced by a Technician I. FISCAL ANALYSIS The proposed budget for Development Processing Services is comprised of existing employees from Building, Planning and Engineering, plus a new clerk typist position. Two vacancies currently exist in the budgeted personnel and need to be filled. Funds in the amount of $16,930 are being requested for M and 0 and $7,950 for capital outlay. The total request for new funds for personnel, M and 0 and capital is $44,894. CONCURRENCE Council was made aware of the recommendation to establish the Development Processing Services Division by your memorandum dated April 5, 1985. The department heads in the three contributing departments concur that the establishment of this division has greatly improved the efficiency of this operation and service to the public. EXAMPLES OF DUTIES: Organizes, supervises, coordinates, and participates in Development Processing Services activities. Represents and acts for the Director of Building and Planning in the budget process and prepares and administers the Development Processing Services budget. Analyzes data, prepares reports and written correspondence. Develops recornmended criteria, direction, policy, and administra- tive decisions for specific processes and programs. Designs and implements systems and forms for use in operation. Coordinates programs with other City Departments and Interdepartment Divisions, and outside Agencies. Interprets applicable laws, regulations, and policies. Responsible for the training, development, supervision, and evaluation of assigned staff. d Develops goals, objectives, policies, and priorities for the Development Processing Services Division. Respond to citizens' complaints and requests for information. QUALIFICATIONS: Knowledqe of: Principles, practices, and methods of public administration, budgeting, and personnel management. Properly interpret relevent legislation and make decisions in accordance with laws, regulations, and policies. Establish and maintain cooperative relationships with City Officials, employees , the general public, and representatives of other agencies. Communicate clearly and concisely, orally and in writing. Collect and analyze data and develop complex plans and reports. Supervise, train, and evaluate assigned staff. EXPERIENCE AND/OR EDUCATION: Any coinbination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be : Experience: Three years of progressively responLible experience in management and administration, including three years of supervisory experience. Education: Equivalent to a Bachelor's Degree from an accredited college or university with major work in Public Administration or related field. BUILDING TECHNICIAN I1 DEFINITION : Under general supervision; to perform a variety of office and field work; to gather and record data and prepare reports; to advise and interpret for the public the requirements of the Building Code, Zoning Ordinance, and Subdivision Ordinance; to assist staff, and to do related work as assigned, DISTINGUISHING CHARACTERISTICS: This is the journey-level class. class require technical building knowledge, skills, and abilities acquired through experience and, also, requires the ability to work independently, exercising judgement and initiative while assuming more difficult tasks. Positions assigned to this EXAMPLES OF DUTIES: Interprets and apglies various ordinances as related to construction, use of buildings and structures. Reviews proposed plans of applicants for building permits to determine compliance with ordinances and regulations; advises permit applicants of requirements and procedural steps; examines applications, plans, and specifications for construc- tion or alteration of dwellings or small structures (where technical engineering problems are not involved) to ensure conformity with applicable building codes and ordinances; issues permits; assists builders in correcting plans to meet the requirements where necessary; gives information, and computes permit fees at established rates. TECHNICIAN I DEFINITION: I Under general supervision; to perform a variety of office and field work; to gather and record data and prepare reports, and to perform other related work as assigned. DISTINGUISHING CHARACTERISTICS: This is the entry-level class in the Building, Planning, and Engineering series. Positions in this class are normally considered to be in a training status and perform a variety of Building, Planning, and Engineering related duties requiring technical training and education, but little practical experience. Under the training concept, positions assignedto the class of Building, Planning, and Engineering Technician 11, which become vacant, may be filled from the Technician I level. Following successful job performance and personal development and meeting qualifications, reassignment to the Building, Planning, or Engineering Technician I1 level may be expected. EXAMPLES OF DUTIES Participate in the processingof Use Pefinits, Variances, and Zoning applications, and assist public in completing applications. Check Building plans, section maps, and regulations for appropriateness of site, lot size, and setbacks. Handle Building requests for inspection. Answer questions from the public, and meet and correspond with property owners and applicants to ensure compliance with various City ordinances. Apply procedures and assist in processing various applications, including Building permits, street name and address assignments, and tentative tract and parcel maps; assist in provicng public information over the counter or by telephone concerning general Building, Planning, and Engineering matters; maintain files using data from applications, Building permits, and other documents; may issue minor Building Permits over the counter, and perform other related duties. WHEREAS, the City Manager recommends and the City Council concurs that the formal establishment of the Development Processing Services (DPS) Division of the Building Department is in the best interest of the city; and WHEREAS, the City Manager recommends and the City Council concurs that the classifications of Development Processing Manager, Building Technician I1 and Technician I should be included in the classification and salary plans; and NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council approves the formal establishment of the Development Processing Services Division of --rc the Building Department. 3. That the City Council approves and adopts the Development Processing Services budget for FY 85-86. 4.
