RECOMMENDED ACTION:
City Council adopt Resolution No. g2.31 approving the application
for grant funds under the Historic Preservation Grant Program
(California Park and Recreational Facilities Act of 1984)-for the adobe ruins at Stagecoach Park.
ITEM EXPLANATION:
In June of 1984, Proposition 18 was passed by the voters of
California. As a result of the legislation, $10 million was
allocated for historic preservation. This included protection
stabilization, preservation, rehabilitation, restoration
and reconstruction of historic sites.
Under this Bond Act, funds are available for a three year period. This is the second year of funding. Our City will be competing with other jurisdictions throughout the State of California.
Staff is recommending that the grant be submitted for stabilization of the adobe ruins at Stagecoach Park. The ruins are over
140 years old and were known originally as Rancho Las Encinitas.
At one time the ranch house was a stagecoach stop. The ruins
are an important part of the previous history of the Carlsbad
area and should be preserved for future generations.
The application deadline is November 1.
FISCAL IMPACT:
The State will provide 85% of the monies with a match of 15%.
The matching funds will be available in Park-In-Lieu District 4 in the amount of $7,500. It is estimated that the project will cost approximately $50,000 to complete.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING THE APPLI-
CATION AND THE PROJECT AGREEMENT FOR HISTORIC
PRESERVATION GRANT FUNDS FOR STAGECOACH COM- MUNITY PARK RUINS PROJECT FROM THE CALIFORNIA PARK AND RECREATIONAL FACILITIES ACT OF 1984 FOR STAGECOACH COMMUNITY PARK ADOBE RUINS

The City Council of the City of Carlsbad, California,
does hereby resolve as follows:
WHEREAS, the Legislature under the California Park and
Recreational Act of 1984 has authorized the establishment of
a Historic Preservation Grant Program, providing matching
funds to the political subdivisions of the State for historic
preservation projects; and
WHEREAS, the California Office of Historic Preservation
in the Department of Parks and Recreation is responsible for
the administration of the program within the State, setting
up necessary rules and procedures governing application by
local agencies under the program; and
WHEREAS, said adopted procedures established by the
Department of Parks and Recreation require the applicant
to certify by resolution the approval of applications and the
availability of local matching funds prior to submission of
said applications to the State;
NOW, THEREFORE, BE IT RESOLVED that the City of Carlsbad
hereby:
1. Approves the filing of an application for the Historic
Preservation Grant assistance for project; and
2. Appoints the Parks & Recreation Director or his/her
authorized deputy as agent of the City of Carlsbad,
to coordinate, process, and execute all contracts,

agreements, amendments and ancillary documents
. within the scope of the attached application; and
3. Agrees that all required local matching funds will
be provided for the project.
PASSED, APPROVED AND ADOPTED at a regular meeting
of the City Council of the City of Carlsbad, California,
held on the 22nd day of October , 1985, by
the following vote, to wit:
