RECOMMENDED ACTION:
Authorize Mayor to write to California Commission on Campaign
Financing expressing city's interest in a proposed study of
local practices.
BACKGROUND:
City has been asked to express an interest in a study of local
practices in regulating campaign financing.
Since Carlsbad recently passed a local ordinance regulating
campaign contributions Council may wish to express interest
in such a study.
FISCAL IMPACT:
No financial support is requested. The Commission is seeking
grant funds to carry out the study.

Dear Mr. Biondo:
Thank you for taking the time to talk with me
regarding our proposal to study local campaign finance
ordinances. As I explained to you, the California
Commission on Campaign Financing is currently asking a
number of cities throughout the state whether an
in-depth study of existing local campaign finance
ordinances would be of benefit to them. The
Commission's proposed study would comprehensively
examine how local ordinances throughout California
have worked, study the experiences other cities have
had with their different approaches, and possibly
draft a model local campaign finance ordinance.
The Commission on Campaign Financing is a
non-profit, non-partisan organization of 20
distinguished Californians. The Commission has just
completed an exhaustive study of the role of campaign
contributions and campaign expenditures in California
legislative campaigns. Its 350-page report studies
the history of reform efforts in California, examines
other state laws, summarizes federal election laws and
contains several chapters on who finances and how much
money is spent on California legislative races. The
report also contains two fully drafted model statutes.
The Commission believes that a study of local
campaign financing may be appropriate. Some cities
and counties enacted campaign ordinances years ago and
several elections have been conducted with these laws
in place. Other cities and counties are considering
enacting or amending campaign finance ordinances.
Yet no public or private organization has ever
published a comprehensive examination of how these
ordinances have worked, nor has a model ordinance been
prepared which could be adopted by cities or counties.

The Commission is now in the process of seeking private
foundation grants to undertake an extensive examination of
local ordinances throughout the state. Any expression of
interest on your part or from the city council would be of
benefit to us as we seek private foundation funding for this
project.
