TITLE: ADDITIONAL STAFF POSITION FOR HOUSING
AND REDEVELOPMENT OFFICE, AND APPROPRIATION OF FUNDS

RECOMMENDED ACTION:
City Council adopt Resolution No. 8239 adding an Administrative
Assistant I position to the Redevelopment budget.
ITEM EXPLANATION:
In the FY 85-86 Budget was a request for the position of
Administrative Assistant I for the Redevelopment Office. The City
Manager recommended this position in the addback list. The
position is requested to meet the demands of additional projects
and programs.
Increase in project workload, service to Council, boards and
committees has increased significantly. Some increases in the past year are:
- Redevelopment Manager's duties expanded to oversee
Housing Programs.
- Staff currently prepares agendas and research for six
committees and/or commissions.
- Single and Multi-family Mortgage Revenue Bond Program inception, monitoring and reporting.
- Need to convert Community Development Program from Urban
County to entitlement status.
- Need to convert Housing and Redevelopment data to computer
for recordkeeping, reporting and auditing.
- Need to research grant programs, upgrading programs and
implementing new programs increased.
- Development activities, project implementation and
monitoring have increased.
- Staff assistance to Historic Preservation Committee.
Funding for the new position could come from HUD Housing funds and
Bond Program proceeds.
FISCAL IMPACT:
This position will be funded from a combination of Housing Authority
(HUD Section 8 Grant) money (3/4 position)and proceeds from recent
mortgage revenue bonds set aside for monitoring and administration
of the issues (1/4 position). Under this funding program, no
general fund money willbe utilized for this position in 1985-86.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA ADDING THE CLASSIFICATION AND SALARY OF ADMINISTRATIVE ASSISTANT I TO THE
HOUSING AND REDEVELOPMENT DEPARTMENT BUDGET.
WHEREAS, the City Manager recommends and the City Council
:oncurs that the classification and salary of Administrative
Lssistant I should be included in the Redevelopment Department
?Y 85-86 Budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
:ity of Carlsbad, California as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
tanager to add the classification of Administrative Assistant I.
3. That the City Council authorizes the appropriation of
;25,872 to be added to the Housing Authority budget and $8,624 to
>e appropriated form the City’s Mortgage Revenue Bond fund balance
for this position.
