RECOMMENDED ACTION:
Both the Planning Commission and staff are recommending that tk City Council DENY the applicant's appeal and direct the City
Attorney's Office to prepare documents DENYING GPA/LU 85-3 and ZC-326.
ITEM EXPLANATION
The applicant is requesting a General Plan Amendment and Zone Change to expand the existing Country Store commercial site by
additional 2 acres. The Country Store is located on the west I
of El Camino Real approximately 500 feet south of Kelly Drive i
contains an existing small commercial center. The 2 acres in question are located adjacent to the existing commercial propel on the north side and are currently shown as RLM (0-4) on the General Plan.
The major issues regarding this application include compliance
General Plan criteria for commercial, intersection spacing, an< question of whether this is the best location to establish the ultimate commercial center for this area. The site does not mc General Plan criteria for neighborhood commercial in that it i: located at the intersection of arterial streets. The applicanl suggested the possibility of adding an arterial street at the
southern end of the property. Even if such a street could be implemented the site is too narrow to accommodate a proper commercial development. The site would not meet existing city spacing policy on El Camino Real. Kelly Drive exists 500 feet
the north and the entrance to a mobile home park is located seT hundred feet to the south.
Finally, neither the Planning Commission or the staff felt thii
the proper commercial location to ultimately serve the surrounc
area. The General Plan states that commercial sites should no' located within one mile of each other. Staff feels that there
sites nearby which have few or no problems associated with the1
could ultimately serve the community much better. An example 1 be the southeast corner of Tamarack and El Camino Real. Both Planning Cornmission and staff felt that the establishment of a commercial site in this area should be done right and the prop site has too many problems associated with it. However, it wa! felt that the existing complex should be permitted to operate
the present manner as long as the owner wished.
The Planning Commission denied both the General Plan Amendment
the Zone Change at their meeting of October 9, 1985. For furtl

(RLM) land use designation to Neighborhood Commercial
(N) and a Zone Change from R-A-10 to C-2 on property
Country Store .
I. RECOMMENDATION
It is recommended that the Planning Conmission ADOPT Resolution
No. 2497 and No. 2498 DENYING GPA/LU 85-3/ZC-326,based on the findings contained therein.
11. PROJECT DESCRIPTION
The applicant is requesting a General Plan amendment and zone change for 3.67 acres of land located adjacent to the existing Country Store commercial establishment on El Camino Real, approximately 500 feet southeast of Kelly Drive. The applicant
wants to expand the comrriercial use; to do so reauires changing
the residential land use designations and zoning to commercial. Preliminary plans indicate that approximately 27,000 square feet
of retail/office uses are proposed at a later planning stage.
Land uses surrounding the subject property include undeveloped
land and single family homes to the north and south, a SDG&E
easement and Kelly Drive to the north and northeast, and the existing Country Store to the southeast. The property fronts on
El Camino Real. General Plan land use designations to the north south and east are residential RLM (1 .O-4.0 du/ac) which is zonec R-A-10, and to the west, the existing store is N(Neighborhood Commercial) with C-2 zoning.
Access to the property is via an existing driveway off El Camino Real, approximately one-third mile from the Tamarack Avenue intersection. About 500 feet to the west is a second driveway for the Country Store and adjoining nursery.

111. ANALY S I S
Planning Issues
1) Does the proposed commercial designation meet the standards
for commercial development as delineated in the Land Use Element of the General Plan?
2) Is the proposed General Plan amendment and zone change
consistent with the El Camino Real Corridor Study?
3) Is the street system serving the project adequate to handle
any increase in traffic generated by the zone change and
General Plan amendment?
4) Would a commercial land use designation and zone be
compatible with surrounding land uses?
DISCUSSION
General Plan
The proposed commercial designation and zone do not comply with criteria established in the Land Use Element of the General Plan which state that neighborhood commercial development should be located at intersections of primary and secondary streets. The proposed project would not be located at arterial intersections; instead, it would add to an existing strip commercial area on El Camino Real which is comprised of the Country Store. The Countr!
Store is a landmark from Carlsbad's rural past. It has been there many years and its charm was acknowledged when just the existing store was designated (and, therefore, preserved) as
neighborhood commercial when the General Plan was first written
in 1974. The area is no longer rural and development is now encroaching into this area. Because of new residents in Calaver( Hills and surrounding areas, it will soon be necessary to
establish the ultimate site for commercial use in this area.
Staff feels that the southeast corner of El Camino Real and Tamarack Avenue is the most appropriate location for commercial
use in this area as it meets the General Plan criteria and has enough street frontage to meet the City's intersection spacing requirements whereas the applicant's proposal would not. That
site would also be topographically isolated from adjacent
residential uses. This should not preclude the continual use of
the Country Store as a commercial site as long as the owner
wishes.
Staff feels that the applicant's proposal is encouraging strip
commercial development along El Camino Real. The General Plan
has policies discouraging strip commercial on arterial streets.
The Council has also given staff continual direction with regard
to discouraging strip commercial. The Citizens Committee
reviewing the Land Use Element also wished to discourage any new strip commercial areas from forming. Staff feels that strip
commercial diminishes the viability of arterial streets to complete their purpose of moving traffic safely and efficiently.

The General Plan also indicates that neighborhood type commercia.
centers should be at least a mile apart. As mentioned, the appropriate site is at El Camino Real and Tamarack Avenue. Sincc there should only be one ultimate commercial center in this area
it is important to select a safe and efficient site which has thc
proper attributes. Expanding a substandard site will only creatc
additional problems in the future. The ultimate commercial
center for the area should be designed with safety in mind and with adequate size to accommodate the future needs of this area.
El Camino Real Corridor Study
The El Camino Real Corridor Study includes the subject property in Area 2 which is from Chestnut Avenue to the Country Store.
Because Area 2 is predominated by residential uses, the corridor
study anticipated that the trend would continue. The standards contained in Area 2 are intended to preserve the established
residential character along this portion of the corridor,
Circulation/Access
The primary issue related to the adequacy of the street system i access. Access to the proposed expansion violates the 2,600 fee
(half mile) intersection spacing policy along El Camino Real.
The existing driveway is situated approximately 1,700 feet (one- third) mile from Tamarack Avenue and about 600 feet from Kelly Drive. In addition, the entrance to the mobile home park is located just to the south on El Camino Real, In other words, there is no way that this property can meet spacing policy, creating a sub-standard situation. In addition, the site is located near a curve in El Camino Real making the site even less desirable from a circulation standpoint.
In terms of trips generated by a change in zone and land use designation, commercial use would generate more than 20 times as much traffic as would residential development and would create
more conflicts. Based upon the San Diego Association of Governments Vehicular Traffic Generation Rates, a neighborhood
commercial center, less than 10 acres in size, would generate
approximately 1200 trips/acre, or 120 trips/1,000 square feet, compared to a residential subdivision which would generate up to 10 trips per dwelling unit. Thus, a proposed commercial project, indicated on the application as 27,000 square feet, on this 3.67 acre site could generate up to 3200 average daily trir
(ADT). A residential development at RLM (1.0-4.0 du/ac) would generate between 40 and 150 ADT.

Land Use comgatibility
Land use compatibility with the surrounding area is of less concern than the issues previously discussed. The parcel actually has several natural buffers, i.e. El Camino Real to the north, a steep slope to the south, and the SDG&E easement to the west. However, it still is possible that the intensification of commercial development and subsequent trip generation could create potential traffic, noise and nuisance impacts on the
adjacent existing single family and future residential subdivisions to the west and south.
In conclusion, staff believes the proposed General Plan
amendment and zone change do not meet the standards or intent of
the General Plan or the El Camino Real Corridor Study; in addition, circulation and access would be significantly impacted by the intensification of cornmerial use on the property. Therefore, staff recommends denial of GPA/LU 85-3/ZC-326.
IV. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project
could have significant effects on the environment. A Negative Declaration has not been issued.
