RECOMMENDED ACTION:
Both the Planning Commission and staff are recommending that ' General Plan Amendment be APPROVED and that the City Council
direct the City Attorney's Office to prepare documents APPROV
GPA/LU 85-11 according to Planning Commission Resolution No.
2506.
ITEM EXPLANATION
This item is a request to formally revise the density ranges
shown on the City's Land Use Plan. This is one of the initial steps in implementing the Citizens Committee recommendations which were made earlier this year when the Land Use Element w reviewed. The recommendation regarding densities has already been reviewed and conceptually approved by the City Council.
Early next year, a completely revised text of the Land Use
Element will be proposed which will incorporate other land us changes recommended by the Committee. The revised density ra
would result in an overall reduction and narrowing of the
ranges.
The Planning Commission is recommending three changes to the
Citizens Committee proposal:
1) Fractions have been deleted; 2) The low end of the RL and RLM ranges has been reduce
3) The upper end of the RM range has been reduced from
to 0;
8 dwelling units per acre.
A comparison of the existing ranges, the Citizens Committee
proposal and the Planning Commission recommendation is as
follows :

The Planning Commission recommendation to reduce the upper en
of the RM range from 9 to 8 was approved by a 4-3 vote. Following that vote, the Commission voted 6-1 to approve the

Although staff had deferred to the proposal by the Citizens Committee in making its recommendation to the Planning
Commission, staff does support the ranges as recommended by the Planning Commission.
ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this amendme: will not cause any significant environmental impacts and,
therefore, has issued a Negative Declaration, dated September
28, 1985. The Planning Commission recommended approval on
October 9, 1985. A copy of the environmental document is on
file in the Planning Department.

SUBJECT: GPA/LU 85-11 - CITY OF CARLSBAD - A General Plan Amendment to modify the Land Use Plan to provide for revised density ranges.
I. RECOMMENDATION
That the Planning Commission recommend APPROVAL of the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolution NO. 2506 recommending APPROVAL of GPA/LU 85-11 to the
City Council based on the findings contained therein.
11. PROJECT DESCRIPTION AND DISCUSSION
This item is a request to revise the density ranges as shown on
the City's Land Use Plan. The revision will make the ranges
consistent with the recommendation of the Citizens Committee
which reviewed the Land Use Element of the General Plan earlier this year.
This is one of the initial steps in implementing the Citizens Committee recommendations. The recommendation regarding densities has been reviewed and conceptually approved by the
City Council. Early next year, a revised text of the Land Use Element will be proposed which will incorporate other land use changes recommended by the Committee.
The revised density ranges as recommended by the Committee would result in an overall reduction and narrowing of the ranges. A comparison of the existing and revised ranges would be as follows:

Staff still believes that the fractions should not be used in
the density ranges and that perhaps the RM range has not been reduced and narrowed enough. Staff, however, is deferring to the recommendations of the Citizens Committee.
