Subject: Resolution Required to Establish Service Authority for
Freeway Emergencies {SAFE)
As you are aware, the personal safety of individuals breaking down on area
freeways is a concern which \~as brought to the attention of the region
following very serious incidents in 1984. Those incidents, as well as a
concern with increasing the convenience of area motorists and decreasing the
time spent by law enforcement officers assisting routine vehicle disablements,
prompted Supervisor Paul Eckert and me to call for a county-wide freeway
emergency aid system to be established last December. These concerns also
prompted Senator Willicm Craven to sponsor legislation which created a funding
source for such a system.
The resulting legislation provides, as a local option, the creation of a
Service Authority for Freeway Emergencies (SAFE). SAFE was given the authority
to impose a maximum $1.00 vehicle registrntion fee to provide emergency
assistance on area freeways. SAFE would be comprised of seven members, two
selected by the County, and five by the cities of the region.
Under the legislction, SAFE can be established only if the Board of Supervisors
and a majority of the cities having a majority of the population adopt
resolutions providing for the establishment of the authority.
The Board of Supervisors passed the attached resolution establishing SAFE on
November 5, 1985. I urge your City Council to join the County in adopting a
similar resolution. A draft resolution is attached for your consideration.

SAFE LEGISLATION (SB 1199)
Implementation: Establishment of SAFE requires resolutions from the Board
of Supervisor5 and a majority of the cities having a majority
of the population.

SAFE will have a seven member board; two members appointed
by the Board of Supervisors and five members appointed
joirtly by the cities in the region.
SAFE is authorized to impose a vehicle registration fee
increase not to exceed $1.00 per year on vehicles registered
in the County (approximately $1.5 million per year).
SAFE is authorized to install and maintain an emergency
motorist aid system on area freeways.
PROPOSED FREEWAY CALL BOX SYSTEM CHARACTERISTICS
Coverage: Ultimate network will include all freeways in San Diego
County/Initial phasing to be determined by SAFE Board.
?pacing: 1/2 -1 mile depending on funding availability.
System Type: 2-way voice, cellular and/or 5-channel trunk radio.
Capital Cost: $3.0 -$7.5 million depending on system type and coverage.
Installation: Private contract administered by Ca1trans.
Operating Cost: Ap?roximately $750,000 per year for ultimate system.
Dispatching: Provided by California Highway Patrol.
Maintenance: Private contract administered by SAFE.

WHEREAS, Chapter 14 of Division 3 of the Streets and Highways Code was ~ded
by Chapter 1350 of the Statutes of 1985 providing for the establishment of a
Service Authority for Freeway E}nergencies (SAFE) if the tx>ard of supervisors of
the oounty and a majority of the citie~ within the oounty having a najority of
the population adopt resolutions providing for the establis! _nt of the
authority1 and
WHEREM, the City Council finds that a freeway emergency notorist aid system
is needed to protect the safety of notorists oo freeways: and
WHERF.AS, '!he City C.Ouncil finds that a freeway emergency notorist aid system
is needed to reduce the time spent by law enforcenent officers responding to
routine vehicle disablenEnts1 and
WHEREAS, SAFE will have responsibility for inplementing a free,:ay energency
m:>torist aid system in the San Diego region1
NCM 'IHEREFORE, IT IS RESOLVED AND ORDERED that a Service Authority for
Freeway Emergencies be established in San Diego County pursuant to sec.:tion 2550
of the Street and Highways Code.
