City Council adopt Resolution No. YJ 7p adoptinu the classification of Housing Specialist I and Housing Specialist I1 and appointing two incumbents.
ITEM EXPLANATION
A recent review of two positions in the Housing Division has resulted in a
recommendation for classification changes. The duties performed by the
Administrative Aide and Administrative Assistant I require more accurate and
specific descriptions. These descriptions are forwarded for the City Council's
consideration and adoption.
Specialist I be placed in the Miscellaneouos Salary Plan and Housing Specialist
I1 be placed in the Management Salary Plan.
Specific recommendations are that Housing
These positions are currently occupied by existing employees, and it is
recommended that the incumbent Administrative Aide be reclassified to Housing
Specialist I. It is recommended that the incumbent Administrative Assistant I
be reclassified to Housing Specialist 11.
It is further recommended that the salary range for Housing Specialist I be
Range 32, $764.89 - $911.66 biweekly and the salary range for Housinq Specialist
I1 be a range of $877.00 to $1,153.00 biweekly.
FISCAL IMPACT
Housing Specialist I, a salary increase of $777.38 per year.
I1 has no fiscal impact as the incumbent's existing salary is within the
proposed salary range.

RESOLUTION NO. 8278
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSRAD,
CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY
TO ADOPT THE CLASSIFICATIONS OF HOUSING SPECIALIST I
AND HOUSING SPECIALIST I1 AND RECLASSIFY TWO POSITIONS.
WHEREAS, the City Manager recommends and the City Council concurs, that the
classifications Housing Specialist I and Housing Specialist I1 should be adopted
and included in the City's Classification Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to add
the classifications of Housing Specialist I and Housing Specialist I1 as
described in Attachment A, attached and made a part thereof.
3. That the City Council authorizes and directs the City Manager to add
the title of Housing Specialist I to the Miscellaneous Salary Plan as shown on
Attachment B, attached hereto and made a part thereof.
4. That the City Council authorizes and directs the City Manager to add
the title of Housing Specialist I1 to the Management Salary Plan as shown on
Attachment C, attached hereto and made a part thereof.
5. That the City Council authorizes the City Manager to reclassify the
incumbent Administrative Aide to Housing Specialist I, and Administrative
Assistant I to Housing Specialist 11.

Section 8 Housing Assistance proqram.

Task Description
Interviews and advises applicants seekinq admission to the housinq program,
and counsels tenants to ensure compliance with Tenant Occupancy Regulations.
Prepares applications, on behalf of applicants and reviews all documents required of applicants.
Maintains document ation according to established proqram guidelines.
Verifies income and housing status throuah written inquiry or telephone
contacts.
Makes computations to determine eligibility and recertifications.
Reviews and resolves complaints from tenants; conducts informal counseling
to resolve complaints.
Calculates tenant and housinq assistance plan oort ions of contract rent
accordinq to established proqram quidelines, including establishment and
administration of Accounts Receivables.
Answers questions and qives information related to the housing proqram.
Prepares documents to process payments.
Assists in the preparation of special statistical reports.
Conducts applicant briefing sessions.
Interviews and advises applicants seeking admission to the proqram.
Makes computations to determine client eliqibility.

TASK LIST
