RECOMMENDED ACTION: Both the Planning Commission and the staff are recommending t the City Council direct the City Attorney's Office to prepare documents APPROVING SDP 85-13. ITEM EXPLANATION This item is a request for approval of an 80 unit apartment p in Village L-1 of the Calavera Hills Master Plan, north of th intersection of Tamarack and Elm Avenues. The proposed proje will be located on the side of a hill, a plortion of which con of steep slopes. The project's gross density is 10.3 du's/ac while its net aensity is 12.5 du's/acre when no density credi given for slopes in excess of 40%. Both of these densities a the low end of the site's General Plan designation of 10-20 du's/acre. The proposed project is in conformance with the Calavera Hill Master Plan which has designated Village L-1 for multi-family development with up to 150 dwelling units. One of the goals Carlsbad General Plan and the Calavera Hills Master Plan is t provide a variety of housing types for all income levels. Th project fulfills this goal by providing smaller, affordable r units in the Calavera Hills Master Plan area. The Planning Commission approved a one lot tentative tract ma concurrently with this project at their November 13, 1985 mee This tentative tract map was processed for financing purposes enable the applicant to separate this site from the applicant holdings to the north of this site. Staff believes that the design of the project and the ameniti provided justified the proposed density of the project which the low end of the density range. This project was approved vote of 7-0 by the Planning Commission. Through staff review and Planning Commission hearing, all iss this matter have been satisfactorily resolved. ENVIRONMENTAL REVIEW The Planning Director has determined that this project will r cause any significant environmental impacts and, therefore, t- issued a Negative Declaration, dated October 16, 1985. The Planning Commission recommended approval on November 13, 1985 copy of the environmental document is on file in the Land Use Planning Office. Any capital facilities related directly to this develop1 will be constructed and paid for by the developer. RECOMMENDATION That the Planning Commission recommend APPROVAL of the Negativc Declaration issued by the Land Use Planning Manager and ADOPT Resolution Nos. 2514 and 2515 recommending APPROVAL of CT 85- 30/SDP 85-13 to the City Council based on the findings and subject to the Conditions contained therein. 11. PROJECT DESCRIPTION The applicant is requesting approval of a tentative tract map i site development plan for the construction of an 80 unit apartment project in Village L-1 of the Calavera Hills Master Plan, located as described above. The proposed project will be located on the side of a hill, a portion of which consists of steep slopes. The project's gross density is 10.3 du/ac. The project's net density is 12.5 du/ac when no credit is given for slopes of 40 percent or greater. Both of these densities are E du/ac. The Calavera Hills Master Plan permits up to 150 units this site. A portion of the site has been previously graded, while the remainder of the site consists of steep slopes covere with native vegetation. The project will consist of one and two bedroom apartment units located in five two-story buildings. The units will range in size from 623 to 854 square feet in size. A11 of the required parking will be provided onsite. Outdoor common recreation areas will be provided at several locations. The project will also provide a laundry room and storage facilities. The applicant is also requesting approval of a one-lot tentati7 map along with this site development plan. The purpose of the tentative map is to separate this site from Villages 0 & P-1 tc the north, (see Exhibit "X"). Although a tentative map, CT 83- 21(A)/PUD-57(A), is being filed on the property to the north, I the last phase of that project. The applicant is filing a tentative map on Village L-1 for financing purposes, because there is a possibility that Village L-1 will be developed prioi to the last phase of the adjacent tentative tract map, CT 83- 21(A)/PUD-57(A). the low end of the site's General Plan designation of 10-20 portion of CT 83-21(A)/PUD-57(A) adjacent to this site will be 0 0 111. ANALY S I S 1) Does- the proposed tentative map meet the requirements of t Carlsbad Zoning Ordinance, Carlsbad Subdivision Ordinance and Subdivision Map Act? 2) Is the proposed project in conformance with the Calavera Hills Master Plan? 3) Does the design of the project justify the density requested? DISCUSSION As mentioned previously, the applicant is requesting approval a tentative tract map to enable this site to be separated from their holdings to the north prior to the finalization of the last phase of CT 83-21(A)/PUD-57(PL). This lone lot tentative m will not authorize the sale of any. units since this project is not being proposed as a condominium project nor has it been developed to condominium standards. The proposed tentative map complies with all of the requiremen of the Carlsbad Zoning Ordinance, Carlsbad Subdivision Ordinan and Subdivision Nap Act. There isl no minimum lot size in the zone. Harwich Drive, a public street will be extended through this site to provide access to units developed in Village L-I. As proposed, this project is in conformance with the Calavera Hills Master Plan. Village L-I has been designated for clustered multi-family development. with up to a maximum of 150 units. The 80 units of this project are clustered on the flatter, more buildable portion of the site, while the steep slopes have been left in their natural state. One of the goals of Carlsbad's General Plan and the Calavera Hills Master Plan is to provide a variety of housing types for all income levels, This project fiulfills this goal by providi smaller, affordable rental units. Staff believes the design of the proposed project justifies th proposed density which is at the ]-ow end of the density range even when no density credit is given for steep slopes. The project will have common and private recreation facilities. F common recreation area with a swimming pool, restrooms, cabana deck barbeque facilities and tables and benches will be centrally located. Two passive recreation areas with benches will be located to take advantage of views. Each unit will ha either a private balcony or patio,, The ground level patios wi be designed to be larger than the balconies above them to ensc adequate lighting and ventilation,, The proposed project will have a common laundry facility with washers and dryers adjacer to the common recreation area. Storage closets will be provid on the private balconies and deck:;, Many of the units will ha views, some will even have ocean views. -2- 0 0 In conclusion, staff believes the proposed tentative map complies with all applicable ordinances, the project is in conformance with the Calavera Hills Master Plan and the projecl density can be justified. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project will not have a significant impact on the environment and, therefore, has issued a Negative Declaration on October 16, 1985.
