HD. - CITY ATTY.V^S CITY MGR- ^^- RECOMMENDED ACTION: By motion, adopt Resolution No. 73-*}f awarding Contract No. 3006-6A aluminum 3006-6B canopies and sunscreens, 3006-6C 6D steel studs and drywall, 3006-6G and sectional doors, 3006-61 finish carpentry and doors, and 3006-6K site _____ accepting bids and entrances and windows, lath and plaster, 3006- insulation, 3006-6H coiling pneumatic tube system, 3006-63 maintenance. ITEM EXPLANATION: Q_Q_ O< O 1985, Council authorized the advertisement for BidOn April 2, Package No. bids were received as summarized in Exhibit Koll Company. References have been verified bidders who are as follows: 6 for said project. Estimated cost of the roofing contract is $169,712 and the estimated cost of the sheet metal work is $94,035. FISCAL IMPACT Budgeted funds for this phase of construction are currently in Account Nos. 332-820-1810-3006 and 114-820-1810-3006. Work includes aluminum storefronts and glass; aluminum canopies; lath, plaster, metal studs and drywall; roofing, waterproofing, and insulation; sheet metal; building insulation; coiling and sectional doors; pneumatic tube system; finish carpentry; and site maintenance contractor. Numerous firms specializing in these activities were contacted by your construction manager with a pre-bid conference being held on 11/21/85, and bids received on 12/4/85. Willinger Co., Inc. $ 50,000 (Not-to- exceed) Vfe feel these awards represent a fair and reasonable price for the work intended. Unfortunately, bids were not received for items 6E Roofing and Waterproofing, and 6F Sheet Mstal and Accessories. Since these trades are critical to current construction progress, we would request council approval to negotiate this work. Lack of bids is really unexplainable since numerous firms were contacted and expressed interest, and the project bid was advertized. Single bids were received for items 6A and 6B. This is perhaps understandable due to the complexity and coordination required between these trades. In an effort to reduce project costs, these trade requirements were modified and issued as a performance specification by the project team. Thus, engineering for these systems including coordination with the precast design, shall be a requirement of each contractor. Both Pacific Glass and Construction Specialties have demonstrated an understanding of the project requirements, and their bids are within our projected budgets. Schmid Insulation Contractor's, Inc. was the low bidder of record for item 6G. However, their bid was submitted without the required bid security, i.e., bond, certified check, or cashier's check. This is considered as a major irregularity by your construction manager and award has been recommended to the next bidder. Ross-Cook, Inc. was the low bidder of record for item 61. At bid time it was obvious that a mistake was made since Ross-Cook was substantially low. On December 6, 1985, we received a copy of a letter and bid estimate from Ross-Cook requesting relief. In submitting their bid, a typographical error was made for the bid price. After reviewing their letter and estimate we concluded an honest mistake was made and recommend relief, return of bid security, and award to the next bidder.
