Adopt Resolution No. p307 , amending the General Plai 2, Introduce Ordinance No. 9783 , ZC-335. 3. Introduce Ordinance No. 9’787 , ZC-326, GPA/LU 85-3, 6, and 11 , ITEM EXPLANATION The City Council at your meetings of November 19, 1985 and Dece 10, 1985 directed our office to prepare documents approving amendments to the Land Use Element of the General Plan as follc a. GPA/LU 85-11 - City of Carlsbad revised density ranges. b. GPA/LU 85-3 - Expanding the commercial designation at t Country Store site. c. GPA/LU 85-6 - Changing the Aroney parcel from commercia residential. Attached is Resolution No. f307 incorporating these thre changes into one single General Plan amendment. Also attached two ordinances implementins the zone changes which correspond t General Plan amendments. Ordinance No. 9787 approves the change from R-A-10 to C-2 for the Country Store, 2C-326. Ordin No. approves the zone change from C-2-Q to RDM-Q for Aroney property, ZC-335. The Country Store ordinance contains conditions of approval as discussed by the Council. You should satisfy yourselves that we have appropriately carried forward t Council’s intentions in the findings aEd conditions of the atta documents. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF OF THE GENERAL PLAN TO CHANGE THE LAND USE DESIGNA- TO CHANGE THE MAP AND TEXT TO IMPLEMENT THE REVISE1 DENISTY RANGES. GPA/LU 85-3 - THE COUNTRY STORE GPA/LU 85-6 - ARONEY GPA/LU 85-11 - THE CITY OF CARLSBAD. NOW, THEREFORE, BE IT RESOLVED by the City Council the City of Carlsbad, California as follows: A. That the above recitations are true and correc' B. That the findings of the Planning Commission a! forth in Planning Commission Resolution No. 2476 (GPA/LU 85. and Resolution No. 2506 (GPA/LU 85-11) constitute the findii the City Council. C. SECTION 2: That the change of zone approved by this ordinance is subject to the following conditions : 1. The property owner shall dedicate all access rig from the property to El Camino Real including the relinquishm of the two existing driveways. Access shall be provided. in a driveway on the easterly boundary of the property unless otherwise approved by the City of Carlsbad as a part of the s development plan. 2. The property owner shall pay for a traffic study required by the City Engineer to determine the design of the access to the property. The study shall include a determinat on whether or not a traffic signal is required to accommodate access. development plan approval for this praject and based on the traffic study that a traffic signal is required it shall be installed at the applicant's expense. If the signal benefits property across El Camino Real the City will use its best efforts to obtain reimbursement from such properties. 4. The applicant in preparing the site development shall coordinate that with the City Engineer and the traffic study to improve access from the mobile home park. Arrangeme shall be made satisfactory to the City Council for improving access to the mobile home park includinq the possibility of access through this property to El Camino Real. 3.
