RECOMMENDED ACTION:
By motion, adopt Resolution No. fjY3 accepting negotiated
contracts for Bid Package Section 3006-6~E Roofing and 3006-6F
Sheet Metal for the construction of the Carlsbad Safety and
Service Center.
ITEM EXPLANATION
On December 17, 1985, Council authorized Koll Company, the
Construction Manager, to negotiate contracts for Sections 3006-6E
and 3006-6F because no bids were received as of December 4, 1985
when sealed bids were opened for Bid Package No. 6.
The Construction Manager has negotiated Sections 3006-6E and
3006-6F. References have been verified on the recommended
contractors who are as follows:
Bid Section 3006-6E, Roofing, Hess Roofing, Inc., $140,358
Bid Section 3006-6F, Sheet Metal, Cal Sheet Metal, $45,338
Estimate for Section 3006-6E was $169,712.00 and Section 3006-6F
$94,035.00. Contracts are $29,354 and $48,697 below estimate
respectively. Construction Manager recommends acceptance of
these contracts ,
FISCAL IMPACT
Budgeted funds are available in Account No. 320-820-1810-3006,

CONTRACTS NO. 3006-6E AND 3006-6F FOR THE
4 CONSTRUCTION OF THE CARLSBAD SAFETY AND
SERVICE CENTER.

6 WHEREAS, negotiations have been conducted by Koll Company,
7 the Construction Manager for Sections 3006-6E, Roofing and
8 3006-6F, Sheet Metal for Bid Pacakge No. 6; and
9 WHEREAS, the negotiated prices for 3006-6E is $140,358 and
10 3006-6F is $45,338; and
11 WHEREAS, the acceptance of these contracts is recommended
12 by the City Manager and the Construction Manager; and
13 WHEREAS, the funds are available in Account No. 320-820-
14 1810-3006;
15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the
16 City of Carlsbad, California as follows:
17 1. That the above recitations are true and correct.
18 2. The negotiated contracts with Hess Roofing, Inc. for
19 $140,358 for the construction of 3006-6E, Roofing, and Cal
20 Sheet Metal for $48,338 for the construction of 3006-6F, Sheet
21 Metal for the Carlsbad Safety and Service Center are hereby
22 accepted and the Mayor and City Clerk are hereby authorized to
23 execute contracts thereafter.

Award of Contracts - Bid Packs 6E & 6F
Dear Mike:
Approval to solicit bids for the referenced work was given by
the City Council on April 2, 1985. Work included roofing,
waterproofing and insulation; and sheet metal and accessories.
Numerous firms specializing in this work were contacted by your
construction manager with a pre-bid conference being held on
11/21/85, and bids due on 12/4/85. Although a number of
contractors had assured us that they intended to submit their
proposal, no bids were received for these items of work.
We requested and received approval from the City Council on
December 17, 1985, to negotiate a total cost for the work in
question in accordance with prevailing government codes allowing
negotiations when no bids are received for work advertised. The
following is a breakdown of costs received for this work:

It is your construction manager's recommendation that contracts
be issued to Hess Roofing, Inc. and California Sheet Metal
Works, Inc. in the amounts specified above. Contractors would
be required to execute the City's standard bid package/
contract. Copies of the various bids are attached for your
review. We feel these awards represent a fair and reasonable
price for the work intended, and indicate a substantial savings
from original estimates.
We understand that an agenda bill will be prepared for City
Council approval of this award on January 7, 1986. Please let
me know if additional information is required or if there are
any problems with this recommendation.
