CITY MGR..~ RECOMMENDED ACTION: By motion, adopt Resolution No. PJJq designating the west side of Carlsbad Boulevard between Elm Avenue and Grand Avenue be posted for two hour-time limit parking. ITEM EXPLANATION On April 2, 1985, the City Council adopted Resolution No. 7694 designating two-hour parking on several downtown streets. At the request of Mr. Roberts, owner of the book store at 2967 Carlsbad Boulevard, the Traffic Safety Commission recommended adding Carlsbad Boulevard on the west side of the street between Elm Avenue and Grand Avenue as a two-hour parking zone at its October 7, 1985 meeting. The staff report for this meeting is included herewith as Exhibit 3 for your review. FISCAL IMPACT A total of three signs will be needed. The cost of these signs is approximately $50.00 each. This cost will be borne by the Utilities/Maintenance Department operating budget. Cost of enforcement of these signs is unchanged. EXHIBITS 1. Staff Report to the Traffic Safety Commission dated September 27, 1985. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8334 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, DESIGNATING CARLSBAD BOULEVARD IN THE VILLAGE AREA FOR TWO-HOUR PARKIN-G LIMIT. - WHEREAS, Municipal Code $10.40.125 establishes two-hour time limit parking between the hours of 7:OO A.M. and 6:OO P.M. within a business district; and WHEREAS, such restriction applies when "authorized signs are in place", and; WHEREAS, a number of central business district streets are currently posted to two-hour time limit parking;. and WHEREAS, a parking study has ,revealed the need for increasing the number of streets having such time limit. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That within the Central Business District, and in accordance with Municipal Code $10.40.125, the following street is hereby authorized to be posted for two-hour time limit parking between the hours of 7:OO A.M. and 6:OO P.M., except Sunday and Holidays: The west side of Carlsbad Boulevard between Elm Avenue and Grand Avenue. 3. D-5: WEST SIDE OF CARLSBAD BOULEVARD BETWEEN ELM AVENUE AND GRAND AVENUE - REQUEST FOR A 2 HOUR PARKING ZONE - TR85-61 NATURE OF THE PROBLEM Mr. Roberts, owner of The Book Store at 2967 Carlsbad Boulevard, requested staff to do another parking study on a Friday and a Saturday. DISCUSSION The previous study was done on a Thursday, the occupancy rate was 40%, and the length of stay per vehicle was 2.13 hours for that day.
