OPEN-SPACE AND RECREATION PROGRAM 1/7/86 I 3ECOMMENDED ACTION: City Council adopt Resolution No. for grant funds from the Roberti-Z'Berg-Harris Open-Space and Recreation Program for the construction of Calavera Hills Community Center. pJ2c approving the application ITEM EXPLANATION: Each year the City of Carlsbad is appropriated a specific amount of revenue from the Roberti-Z'Berg-Harris Block Grant Program. A "Block Grant" meansthat funds are available to cities on a per capita basis to agencies in urbanized areas for park acquisition and development. Our allocation for FY 85-86 is $21,557. In addition, the City must provide matching funds of 25%. Staff is recommending that the grant application be submitted for the construction of Calavera Hills Community Center. This Center will be built in conjunction with Phase I1 of Calavera Hills Communinity Park. The cost to construct. the Center will be approximately $1.1 million. On October 1, 1985, the department also submitted an application for the State's Competitive Grant Program for the same project. We will receive word in the spring whether or not the funding is approved. This request was for $200,000. PARKS AND RECREATION COMMISSION: At their meeting on December 16, 1985, the Parks and Recreation Com- mission approved the selection of Calavera Hills Community Center for grant application. FISCAL IMPACT: The City will receive $21,557 for the Block Grant Program and must provide a match of $7,186. Funds are available in Park-In-Lieu District 2. EXHIBITS: 1. Resolution No. K32%- 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8328 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA APPROVING THE APPLI- -CATION FOR GRANT FUNDS UNDER THE ROBERTI- 2' BERG URBAN OPEN-SPACE AND RECREATION PROGRAM FOR CALAVERA HILLS COMMUNITY CENTER WHEREAS, the legislature of the State of California has enacted the Roberti-2' Berg Urban Open-Space and Recreation Program, which provides funds to certain political subdivisions of the State of California for acquiring lands and for developing facilities to meet urban recreation needs; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program, setting up necessary procedures governing application by local agencies under the program: and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of applications prior to submission of applications to the state; and WHEREAS, said applications contain a certification that the applicant will comply with all federal, state and local environmental, public health, relocation, affirmative action, and clearinghouse requirements and all other appro- priate codes, laws and regulations prior to the expenditure of the grant funds; and WHEREAS, the project(s) applied for under this program must be of high priority and satisfy the most urgent park and recreation needs with emphasis on unmet needs in the most heavily populated areas; 1 2 3 4 5 6 7 a 9 1c 11 12 12. 14 1: 1E 17 1€ 1: 2c 21 2: 21 24 2f 2t 27 2E of / / -- e NOW, THEREFORE, BE IT RESOLVED that the City Council the City -1. 2. 3. 4. 5. 6. 7. of Carlsbad, California hereby; Approves the filing of an application for funding under the Roberti-Z' Berg Urban Open-Space and Recreation Program; and Certifies that said agency understands the general provisions of the agreement; and Certifies that said agency has or will have sufficient funds to operate and maintain the project(s) funded under this program: and Certifies that said agency has or will have avail- able prior to commencement of any work on the project(s) included in this application matching money from a nonstate source; and Certifies that the project(s) included in the application conform to the recreation element of any applicable city or county general plan; and Appoints the Parks and Recreation Director as agent of the City to conduct all negotiations, execute and submit all documents including but not limited to applications, agreements, amendments, payment requests, and so on which may be necessary for the completion of the aforementioned project(s); and Appoints the City Attorney as legal counsel for said agency with authorization to sign the certifi- cation on Page 1 of application. . 1 2 3 4 5 6 7 e 9 1c 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 PASSED, APPROVED, AND ADOPTED the 7th day of January , 1986 by the following vote to wit: AYES : Council Members Casler, NOES: None ABSENT: None ATTEST : ALETHA a&L.
