ITEM EXPLANATION:
Council Member Kulchin, who is also a member of the North County
Transit District, has asked that the Council consider this item.
Recent State legislation (SB 361) allows the San Diego Region to
present to the voters a sales tax measure for the purpose of local
roads, freeways, and transit issues. Based on the Regional
Transpoftation Plan there are significant shortages of funds to
address these issues in the North County area over the next 20
years. North County Transit District staff has reviewed the
transit needs within North County over the next 20 years (to the
year 2005) and finds the need for a rail system within the timeframe.
However, without the sales tax there is no funding mechanism for
such a project. North County's rail system, however, is dependent
upon the South County developing their rail system up to Del Mar,
the development and expansion of a High Occupancy Vehicle (HOV)
lane to Escondido, and increased demand in the North County due
to projected growth. Without the metropolitan links there would
be insufficient ridership for a North County rail system to stand
alone.
Since the South County links to Del Mar and Escondido probably
would not be complete until the mid 1990's, the NCTD staff believes
that to make the best use of the taxpayer's dollars a substantial
part of the transit dollars should go to local roads and highways
for the first 5 to 10 years. Since buses use roads also, any
improvement in this area would help transit. North County Transit
would retain some monies in the early years for the specific purpose
of purchasing right-of-way for rail and related station land
acquisition, and to keep their operating obligations per the Short
Range Transit Plan should State or Federal monies be reduced. In
later years (approximately ten years from override approval) more
funds would come to NCTD for the purpose of constructing the North
County rail facilities.
In this manner the North County would recognize the immediate
benefits of short term improvements to local streets, roads, and
freeways with a longer, term commitment to improved transit
through rail facilities.
