PER '?ILL JITLE: AMENDING THE CLASSIFICATION PLAN W DEPT.HD. bn RECOMMENDED ACTION: City Council adopt Resolution No. B.4 . , amending the classification description for Police Sergeant. ITEM EXPLANATION The Personnel Department in concurrence with the Police Department has revised the classification of Police Sergeant. One change has occurred in the Experience section and two changes have occurred in the Necessary Special Requirements section. The experience requirement has been changed to specify that California is the state in which three years of law enforcement must have been acquired. This alteration will insure that an individual assuming the supervisory position of Police Sergeant will have working knowledge of laws, procedures and the court sys tem . The desirable requirement of possession of a POST Intermediate Certificate has been changed so that this certificate is mandatory of anyone wishing to become a Police Sergeant. It is anticipated that this requirement will provide an incentive for aspiring candidates to acquire a Bachelor's Degree. In order to attain the POST Intermediate Certificate, one must either have the degree or six (6) or more years experience as a sworn Police Officer. Last, an additional statement has been added as a Necessary Special Requirement. It notes that a Police Sergeant must have served one year as a permanent employee with the City of Carlsbad. department with a minimum of two (2) years to observe the performance and behavior of a potential sergeant candidate. This will also ensure that candidates will have adequate knowledge of the community. This requirement will provide the FISCAL IMPACT None. NOW, THEEFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to revise the classification of Police Sergeant as described in Attachment A, attached hereto and made a part thereof. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 21st day of January , 1986, by the following vote, to wit: AYES: Council Members Casler, Lewis, Kulchin, Chick and Pettine ABSENT: None ATTEST: >- Attachment A Resolution No. 8349 DEFINITION POL ICE SE WEAN T Under direction, to have responsible charge of police field or office operations on an assigned shift; to supervise and personally perform investigation duties; and to do related work as assigned. EXAMPLES OF DUTIES As a patrol sergeant, to supervise the patrol, traffic safety, investigative and records and communications activities durinq an assiqned shift. Maintain discipline and insure that Department rules and policies are followed. As assiqned by the Police Chief, plan, supervise and particpate in a comprehensive prqram of adult and juvenile investigative services. Participate in all normal patrol activities includinq enforcinq local and state laws, issuinq citations, makinq arrests, administerinq first aid and transport inq prisoners. Assist officers in follow-up investiclations and may personally participate in investiqation includina all routine qatherina of evidence, auestioninq of witnesses and anprehension of suspects. Assist officers in preparing reports in cases for trial and may personally appear in court to present evidence and testimony. Prepare duty rosters and assign personnel to various work assiqnments, shifts and places of work. Confer with prosecutors and maintain contact with other law enforcement agencies. Review reports submitted by officers; conduct in-service training; prepare reports of shift activity. Review all reports and make recommendations and suqqestions to officers. Interview victims, complainants, witnesses and suspects; prepare investiqation reports; testify and oresent evidence in court. Contact and cooperate with other law enforcement aqencies in matters relatina to the apprehension of of fenders. Analyze and synthesize a variety of data concerning Departmental activities and preapre reports and statistics. Assist in budget preparation and administration. Supervise, train and evaluate assioned staff. May serve as Actinq Police Lieutenant or Police Captain. _.. . OUALIFICATIONS Knowledqe of: Police methods and procedure , including patrol, crime prevent ion, traffic control, investigation and identification techniques and police records and report s . Criminal law with particular reference to the apprehension, arrest and custody of persons committing misdemeanors and felonies, including rules of evidence pertaining to the search and seizure ad the preservation and presentation of evidence in traffic and criminal cases. Principles and practices of supervision and training. Ability to: Supervise, schedule and train subordinates. Analyze situations and adopt effective course of act ion. Interpret and apply laws and regulations. Communicate clearly and concisely, orally and in writing. Use and care for firearms. Demonstrate keen powers of observation and memory. Establish and maintain cooperative relationships with those contacted in the course of work, Experience and Education: Any combination of experience and education that cou1.d likelv provide t5e required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience Three years of CALIFOWL4 law enfsrcement experiefice as 6 Police Officer. Education Hiah school diploma or equivalent, preferably supplemented by an Associate Arts degree emphasizing courses in police science.
