RECOMMENDED ACTION:
Adopt Resolution No. 83pr , the Management Compensation Plan.
ITEM EXPLANATION
City Council adopted a management compensation policy on November 5, 1985, which
prescribes methods for establishing a management salary schedule. The attached
management salary schedule implements the Council policy for 1986 and is
presented for Council consideration.
Pursuant to this policy, seven cities were contacted and asked to submit the
salary ranges for 14 benchmark positions. This data was averaged pursuant to
the formula outlined by the policy and the ranges for the benchmark positions
have been adjusted to set the midpoint of each range at the average generated by
the surveyed cities. The salary ranges were arranged in a six step plan with
five percent (5%) between each step. Lastly, all other management titles were
adjusted in relationship to the corollary benchmark position in which they are
associated. These adjustments in the range were based on the percentage of
increase that had resulted in the readjusted ranqes from the benchmark positions.
This plan shall be effective 3anuary 1, 1986, however, this does not insure
salary increase for any manaqement position. Increases will be based on merit
as a result of performance evaluations and the setting of qoals for 1986. The
maximum merit increase that can be granted any management employee is five
percent (5%) annually.
FISCAL IMPACT
There is no fiscal impact to adopting the salary schedule.

CALIFOHYIA, ADOPTING A MA"T COMPENSATION PLAN.

salaries m Noveniber 5, 1985; and
WHEREAS, said policy prescribes procedures to be used in pareparing a
Managemnt Salary Schedule; and
WHEREAS, using such procedures a Managerrent Salary Medule has been
produced for inclusian in the Management Ccnpensation Plan; and
WHEREAS, the policy will be implemented as prescribed with the exception of
supervisor pitians fich my receive me time salary adjustments needed to
ca-rplete their intergration into the Management canpensation Plan attached
hereto and mde a part thereof as EXhibit A;
Nm, THEREFORE, BE IT HESOLW that the City Cauncil of the City af
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. The the Management Ccapensation Plan adopted by City council Resolution
8255 on NoverIiber 5, 1985 is ded by the adoption af a revised Managerrent
Salary Schedule attached hereto and mde a part thereof as Exhibit I is hereby
adopted.
3. Section I11 of the Managerrent ccarpensation Plan is mended to add the

Salaq Wedule is receiving a arrent salary belm Step 1 the City Manager
shall have authority to increase such salq five percent (5%) as a part of a
merit increase providing the total mrit increase in any me year for such
employee shall lhot exceed ten percent (10%).
