ITEM EXPLANATION: On November 19, 1985 the Carlsbad City Council adopted a r~solution approving the establishment of SAFE. SAFE will provide and operate freeway call boxes in San Diego County. The San Diego County Counsel advises that formal action to establish SAFE must be taken after January 1, 1986 in order to be in full compliance with legislative requirements. Therefore, the City Council needs to adopt the attached resolution in order to establish SAFE and appoint members to its board. FISCAL IMPACT: No direct fiscal impact on the City. The SAFE program will be funded by rr,eans of a one dollar surcharge on motor vehicle registrations within the County. EXHIBITS: 1. Letter from Granville M. Under the legislation, the cities of San Diego County jointly select five members of the SAFE Board, and the Board of Supervisors selects two members. The City Selection Subcommittee of the San Diego County Chapter of the League of California Cities met on December 9, 1985, and recommends the following appointments to serve at the pleasure of the affected cities: Councilman Ed Struiksma, City of San Diego Councilwoman Gloria McColl, City of San Diego Mayor R. H. Dorman, City of Coronado Councilman Jack Hanson, City of El Cajon Councilwoman Ronnie Delaney, City of Del Mar We have been advised by County Counsel that formal action to establish the Service Authority for Freeway Emergencies must be taken on or after January 1, 1986, in order to insure full compliance with legislative requirements. Enclosed please find a draft of a resolution you may wish to use to establish the Service Authority and to appoint members to it. We ask that it be ador~ed at an early meeting in January 1986. RESOLUTION N0. __ 83~6~4 ____ _ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REQUIRED TO ESTABLISH SERVICE AUTHORITY FOR FREEWAY EMERGENCIES. WHEREAS, Chapter 14 of Division 3 of the Streets and High- 5 ways Code was added by Chapter 1350 of the Statutes of 1985 6 providing for the establishment of a Service Authority for 7 Freeway Emergencies (SAFE) if the Board of Supervisors of the 8 county and a majority of the cities within the county having 9 a majority of the population adopt resolutions providing for lO the establishment of the authority; and 11 WHEREAS, the City Council finds that a freeway emergency 12 motorist aid system is needed to protect the safety of 13 motorjsts on freeways; and 14 WHEREAS, the City Council finds that a freeway emergency 15 motorist aid system is needed to reduce the time spen·t by law 16-~nforcement officers responding to routine vehicle disablements; 17 and 18 WHEREAS, SAFE will have responsibility for implementing 19 a freeway emergency motorist aid system in the San Diego region: 20 21 22 23 24 25 26 27 2a Ill NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. That a ser.vice authority for freeway emergencies be established in San Diego County pursuant to Section 2550 of the Streets and Highway Code. 2. That the following persons be appointed members to the SAFE Board of Directors: Councilman Ed Struiksma, San Diego Councilwoman Gloria McColl, San Diego Mayor R.H.
