RECOMMENDED ACTION:
That the Council by motion determines that the Senior Citizen (
will not be included as a project to be funded from Public
Facilities Fee (PFF) funds.

FUNDING FOR SENIOR CITIZEN CENTER
ITEM EXPLANATION:
At the Council meeting on January 14, 1986 discussion was held
the proposed Senior Citizen Center and the funding of the projc
from Public Facilities Fee funds.
This Center is currently proposed to be built on the Harding S property which is currently used by the Seniors and the Parks Recreation Department, and which is located within the Redevelc
area of Carlsbad.
The Center will primarily serve the needs of the existing resil
of the City living in already developed areas. It is not
appropriate to fund this project with Public Facilities Fee m
which is earmarked for use to provide facilities to serve new
development. There are a number of alternative ways the Cente
be funded, including Redevelopment, grants, donations, lease r
etc.
This Agenda Bill is to ask the City Council to direct staff in preparing the upcoming report updating the Public Facilities Fee Program to not include the Senior Citizens Center on the 1
projects to be funded with Public Facilities Fee mney. If th
Council concurs please take the recommended action.
