TITLE:
APPROVAL OF CONTRACT FOR SERVICES
POLICE/FIRE PHYSICAL FITNESS PROGRAM
DEPT. H
CITY ATTY
CITY MGR,
RECOMMENDED ACTION:
Approve contract with Fitness Appraisal Inc. for Police/Fire Departments' Physical
Fitness Program. ADOPT q 6s-ocarM✓ No • F39 /.
ITEM EXPLANATION:
On January 11,1983 City Council approved the concept of a physical fitness program
for the police department.
Fiscal Year 85-86 City Council approved budgeted amounts of $15,000 and $9,000 for
the police and fire departments' participation in a fitness program. In August 1985
request for proposals were mailed to prospective bidders. There were four responses
to the RFP. The police department staff and purchasing agent reviewed the proposals
and rated them. The two top providers agreed to demonstrate their services. In
October a staff member from the police department and a fire department paramedic
were put through the entire testing as proposed by Fitness Appraisal Inc. Testing
was done at Fire Station No. One and was viewed by fire and police personnel. The
results of the testing were reviewed by staff. Two weeks later the same police staff
member was tested by Mission Valley Medical Management Group and again the results
were reviewed by staff.
The fire and police departments recommend Fitness Appraisal Inc. as the provider of
services for the program. This recommendation is based on the original proposal, the
j testing phase, results and costs.
FISCAL IMPACT:
Approximately 60 members of the police and fire departments are expected to
participate in the program at a cost of $195 per member for testing services annually
and $600 for educational workshops. The total for FY 85-86 is approximately $12,300.

DEPT. P.QL — CITY MGR.s
RECOMMENDED ACTION:
Approve the concept of a loss prevention, psychological/physical fitness maintenance
program for public safety personnel consisting of a mandatory physical fitness
program for all new hirees combined with a voluntary fitness program for incumbent
safety personnel and psychological fitness program.
ITEM EXPLANATION:
The safety services are recommending the development of a two -fold program designed
to reduce 4ob-related physical injuries and psychological stress to safety service
officers, as well as to improve the City's ability to maintain acceptable levels of
fitness and well-being of all its safety services personnel.
It is believed that the program will result in the increase of the City's ability
to provide safety services through the reduction or loss time and salaries due to
injuries and illnesses.
The program would consist of mandatory annual physical agility testing, medical
testing for all new safety personnel. Tenured employees would be encouraged to
participate on a voluntary basis. In addition, psychological services would be
provided.
It is recommended that the program be administered by private vendors through the
appropriate selection process. It has been found that private vendors are able to
administer a number of programs to a much larger population.
If the Council approves the concept, staff will initiate ,consultation meetings
with both the police and fire employees' associations. Upon completion of these
meetings, staff will return to Council for final program presentation.
FISCAL IMPACT:
Preliminary estimates indicate that this program could cost between $25,000 and
$42,000 annually. Projections for annual savings by reducing injuries and illnesses
cannot be made yet. However, existing programs have already seen positive results
in increased cardiovascular fitness levels, reduced blood pressure, cholesterol
and body fat levels; as well as the reduction of job -related stress.
According to figures of Risk Manager, the
medical retirement range from $250,000 to
service and other factors.
