RECOMMENDED ACTION:
By minute motion approve the dissolution of Carlsbad Community
Education, Inc.
ITEM EXPLANATION:
In December 1982, the City Council directed staff to proceed with the
formation of a non-profit corporation to be responsible for the mailing
of the quarterly City newsletter and the periodic Parks and Recreation
bulletins. The principal reason for forming the corporation was to take
advantage of reduced postage rates available to nonprofit corporations.
In 1983 and 1984, the City staff, acting as the board of directors for
CCEI, applied to the post office for permission to mail the City news-
letter at the nonprofit rate.
on the basis that the Carlsbad Report did not qualify as educational
material.
The post officed denied the City's request
Since the post office has refused to grant nonprofit mailing privileges
to CCEI, the City continues to pay the regular bulk rate for postage for
each newsletter mailing.
It is the opinion of the Board that CCEI is serving no useful purpose
if the City cannot take advantage of the reduced postage rates. There
appears to be no other purpose for continuing to maintain the existence
of CCEI.
FISCAL IMPACT:
The fiscal impact of dissolving CCEI will be minor. The City is neither
receiving a fiscal benefit nor required to pay major costs due to having
the corporation in existence.

In accordance with council action on February 11, 1986, regarding the
dissolution of Carlsbad Community Eduction, Inc. - I am not aware of
any paper work requirements, therefore, I assume that you will handle
whatever action is necessary to dissolve the corporation.
