RECOMMENDED ACTION:
Adopt Resolution No-2397 appropriating funds for the refund of Feder,
State Disaster Assistance received during 1980.
ITEM EXPLANATION:
The City has recently been audited in connection with Federal and
State Assistance received during and after severe storms passsed throu
Carlsbad in 1980. These assistance programs were aimed at helping loc
governments cover the costs of emergency service crews and repairs
directly related to the storm damage.
The State Controller's Office audited the Engineering Department's
records and found insufficient support for the City's claims for
assistance payments due to lack of detailed time records and expenditu
records related to the repair of storm damage.

The State Controller has therefore asked that the City refund $7939 to
the State based on the amount of unsupported claims. A contingency
transfer of $7939 is being requested because neither the Engineering
nor Streets Departments have sufficient funds available to cover the
cost of this refund.
Both the Engineering Department and Streets Department were involved in the Emergency relie
FISCAL IMPACT:
The refund of $7939 to the State Office of Emergency Services was not
considered when the 1985-86 budget was prepared. The transfer of
$7939 to the Streets Department from the Contingency Account reduces
the Contingency Account balance to $112,649.

RESOLUTION NO. 8397
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE REFUND OF $7,939 TO THE STATE
OFFICE OF EMERGENCY SERVICES AND THE TRANSFER OF FUNDS
FROM THE CONTINGENCY FUND.
WHEREAS, during 1980 the City received assistance in the amount
of $8,839 from the State Office of Emergency Services for storm damage
related claims; and
WHEREAS a subsequent audit of these claims indicated that insuff
records exist to support $7,939 of these claims: and
WHEREAS, the State Controller's Office has requested payment of
$7,939 to be made to reimburse the State Office of Emergency Services;
WHEREAS, insufficient funds are available in the Street Departme
budget to cover the cost of this refund.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City o
Carlsbad, California as follows :
1. That the refund of $7,939 to the State Office of Emergency
Services is hereby approved.
1 2. That the transfer of $7,939 from the City's Contingency

PASSED, APPROVED AND ADOPTED at a regular meeting of the City Co
of the City of Carlsbad held the llthday of February , 1986, by the
following vote, to wit:
