ANALYSIS OF THE NORTHERN BEACH AREA OF THE CITY, AND APPOINTMENT OF A I I I I RECOMMENDED ACTION: LF+-?k&""w - $" That the City Council ADOPT Resolution No. fyo / authorizing the Mayor to enter into an agreement with the consulting firm of Parsons Brinckerhoff Quade & Douglas, Inc. fo beach area of the City of Carlsbad, and appoint a Technical Advisory Committee. ITEM EXPLANATION The Citizens Committee appointed by Council to review the Land U Element of the General Plan identified a need to establish a Special Treatment Area in the beach neighborhood. Land use, traffic circulation, parking and recreation area planning were recognized as elements needing an in-depth study. At their Augu 20, 1985 meeting, Council authorized staff to issue a request fa proposal to perform a northern beach area planning/traffic analysis. Fifteen firms were invited to respond, and eight proposals were received. Staff screened the proposals down to t: four most qualified. A selection committee, comprised of Planni Commissioner Jeanne McFadden; Anne Mauch, a resident of the beac area; Bob Ladwig, a citizen; Kent Sears, from Engineering; and Michael Holzmiller, Planning Director, was established to consid these four proposals. Detailed interviews were conducted by the selection committee, at which one firm was eliminated from furth consideration. Based upon input from the committee, staff is recommending hiring Parsons Brinckerhoff Quade & Douglas, Inc. t perform the planning/traff ic analysis. Bids from the three qualifying firms were $30,013, $36,975 and $37,900, with Parsons Rrinckerhoff being the highest. I CJ 2 0 E a 5 2 3 0 .o The need for close coordination with the community was identifiet both by staff and the consultant and staff is recommending the creation of a Technical Advisory Committee (TAC) to serve during the term of the study. The consultant would meet with the TAC during the project initiation task and at each of the three key review points during the study process. The consultant would al: be meeting with residents of the beach neighborhood to help identify issues, goals and opportunities. I ~ 5 e 9 Page 2 of Agenda Bill No. g.5-1 d '. The City Council recently requested the Engineering Department prepare a report on the feasibility of exterrding Washington Strc adjacent to the railroad tracks. This is one of the items that consultant will be addressing a5 part of the Northern Beach planning/traff ic study and, therefore, it is not necessary to hi Engineering prepare a separate report at this time. FISCAL IMPACT Staff previously indicated to Council that funding for consultar hired to implement Citizen Committee recommendations would have come from the contingency fund. A 5und transfer in the amount ( $37,900 is on file in the Finance Department and is incorporate( herein by reference. There would be no fiscal impact associated with the appointment a Technical Advisory Committee. EXHIBITS 1. FOR PREP- ARATION OF A PLANNING/TRAFFIC ANALYSIS OF THE NORTHERN BEACH AREA OF THE CITY, AND APPOINTMENT OF A TECHNICAL ADVISORY COMMITTEE. The City Council of the City of Carlsbad, California hereby resolve as follows: 1 . That certain agreement between the City of Carlsl and Parsons Brinckerhoff Quade & Douglas, Inc. for preparatio~ planning/traffic analysis of the northern beach area of the C, hereby approved. 2. The Mayor of the City of Carlsbad is hereby authc and directed to execute said' agreement for and on behalf of tlr City of Carlsbad. 3. That a fund transfer in the amount of $37,900.00, file in the Finance Department and incorporated herein by reference, to fund this contract is approved. 4.
