The Planning Commission and staff are recommending that the Council direct the City Attorney's Office to prepare documen
APPROVING SDP 84-8(A).
ITEM EXPLANATION
The applicant is requesting approval of an amendment to a
previously approved site development plan for a 104 unit apa
project located at the southwest corner of Xana Way and Cori
Street. The original site development plan was approved as a 324 unit project consisting of single family homes and apa on 43.6 acres. The project had a density of 7.4 du's/ac whi
towards the mid-range of the site's General Plan designation 10 du's/ac, but near the top end of the site's present Gener designation of 4-8 du's/acre.
The original site development plan for the apartment project
consisted of-split level two and three. story buildings gaini access from a common hallway. The proposed amendment would the product type to two story buildings and eliminate the ce access corridor. The proposed amendment would also revise t
location of the driveway within the project, eliminate one o entrances on Corintia Street and eliminate four units.
Staff believed the proposed revisions will improve the livab of the project. The proposed revisions will be architectura compatible with the adjacent single family homes and adequat landscape buffers will be provided between the apartment bui and single family homes. Staff recommended approval with essentially the same conditions as the original project with several additions. Those conditions dealt with traffic and improvements and have been placed on all recent projects in Costa area.
At the January 22, 1986 Planning Commission meeting the Corn added three conditions of approval requiring a tot lot in on
the passive recreation areas, improved pedestrian access and
slight realignment of the driveway on Xana Way. The Commiss
voted unanimously, 7-0 to recommend approval of this project
ENVIRONMENTAL REVIEW
This project has undergone previous environmental review and Notice of Prior Compliance was issued on January 11, 1986.

1. I had prepared a speech and collected signatures on behalf of the homeowners at
Brehm's Brookfield Development, regarding the above-captioned issue. mice I h;
appeared at the weekly meeting of the City Council. The first time was on Marc!.

March 18. I also appeared at the March 18 meeting to speak. However, the speak
on the Hosp Grove issue managed to extend their allotted speaking time and were
somewhat redundant. Because of the excessive time allowed this issue, I was fc
to leave, as I work in San Diego and must rise very early.
I have enclosed a copy of the original NOTICE OF PUBLIC HEARING and the Agenda f
February 18. Please note, as I have underlined, that this Notice refers to an
AMENDMENT TO A PREVIOUSLY APPROVED site development plan. Although several home
owners, including myself, may have spoken at the meeting, we all were mislead bq
terms "previously approved" to indicate that the plan had already been approved.

and was quite upset to learn that a new plan had been approved! The issue, as I
understood it, was the exemption from moratorium and perhaps some modifications

I have enclosed copies of the petition, and would like to mention that, although
few families have moved in at this time, there will eventually be a total of 220

attitudes, most will oppose this project. We, the homeowners, feel excluded, and
feel that by virtue of the investment in real estate,we should be allowed to SF

apartment project at the southwest corner of Xana Wz
and Corintia Street in the RD-M(Q) zone.
I. RECOMMENDATION
That the Planning Commission ADOPT Resolution No. 2533
recommending APPROVAL of SDP .-A) based on the findings ai subject to the conditions contained therein.
11. PROJECT DESCRIPTION AND BACKGROUND
This is a request for an amendment to a previously approved I
development plan for a 104 unit apartment project located as described above. The original site development plan, SDP 84. was approved by the Planning Commission in September, 1984 a!
portion of a 324 unit project covering 43.6 acres. As shown Exhibit "X" the majority of the site was designated for
development with 220 single family dwelling units. The appl proposed the 104 apartment units on the southwesterly 4.35 ac of the site. Overall the project had a density of 7.4 du/ac
which was towards the midrange of the site's General Plan
designation of 4-10 du/ac, but near the top end of the site':
As shown by Exhibit "Y" the original site development plan f(
the apartment project consisted of split level two and three
story buildings gaining access from a common hallway. The
proposed amendment would change the product type to two stor
buildings and eliminate the central access corridor. The
proposed amendment would also revise the location of the dri
within the project and eliminate one of the entrances on Cor
Street.
111. ANALY S I S
Planning Issues

Discussion
The proposed project should be compatible with the single fam
homes being constructed to the north and east by the applican
The same color scheme and many of the architectural treatment
utilized in the single family homes will be incorporated into
design of the apartment project. This should help to make th
single family units and apartment project appear to be a
comprehensively planned integrated project. In addition, the
revised buildings will be smaller than the previously approve
apartment bui Id ings .
The apartment buildings will have a minimum separation of 100 feet from the single family homes. A 15'-201 heavily landsca strip as well as a solid six foot high wall on top of an embankment will separate the single family homes from the resident parking in the northwesterly portion of this project
The proposed revision should be an improvement over the previously approved site development plan. The revision will eliminate the long common access hallways. Access to the nea units will be provided by individual stairways which will on1
serve two units at a time. This will create a greater sense privacy, quieter and safer access then would a central access
hallway. The applicant also believes the two story units wil
provide a better living atmosphere than the proposed three st units because he believes that the ground level units of the three story project would get very little light.
The proposed amendment will make some revisions to the projec circulation which will place a portion of the driveway throu?
the interior of the project rather than around the perimeter, addition, two passive recreation areas will be provided in addition to the active recreation area.
The proposed project will have basically the same impacts as previously approved site development plan which will not exp: until September 1986. The recommended conditions of approva: the amended site development plan are essentially the same a! previously approved project with the addition of several
conditions. These conditions deal with traffic and road improvements in the La Costa area and have been placed on a1
recent projects in the La Costa area.
In conclusion staff believes the revised project is an improvement over the previously approved project and recornme,
approval of SDP 84-8(A).
