ITEM EXPLANATION: Councilmember Kulchin asked that this item be placed on the agen for Council consideration, At its February 11, 1986 meeting, the Council approved the appoi ment of a technical advisory committee with the membership made up of a representative from the following groups: Planning Commission Traffic Safety Commission Beach Area Residents Engineering Department Planning Department Beach Area Owners Chamber of Commerce Mrs. Kulchin would like to review the membership of the committe Mrs. Kulchin suggests that a representative from the Housing an( Redevelopment Advisory Committee be appointed. ClTy Am ANALYSIS OF THE NORTHERN BEACH AREA OF THE CITY, AND APPOINTMENT OF A I I I I RECOMMENDED ACTION: That the City Council ADOPT Resolution No. fY0 / authorizing the Mayor to enter into an agreement with the consulting firm of Parsons Brinckerhoff Quade & Douglas, Inc. fo the preparation of a planning/traffic analysis of the northern beach area of the City of Carlsbad, and appoint a Technical I ~ Advisory Committee. STEM EXPLANATION The Citizens Committee appointed by Council to review the Land U Element of the General Plan identified a need to establish a Special Treatment Area in the beach neighborhood. Land use, traffic circulation, parking and recreation area planning were recognized as elements needing an in-depth study. At their Augu 20, 1985 meeting, Council authorized staff to issue a request fo proposal to perform a northern beach area planning/traffic analysis. Fifteen firms were invited to respond, and eight proposals were received. Staff screened the proposals down to t four most qualified. A selection committee, comprised of Planni Commissioner Jeanne McFadden; Anne Mauch, a resident of the beac area; Bob Ladwig, a citizen; Kent Sears, from Engineering; and Michael Holzmiller, Planning Director, was established to consid these four proposals. Detailed interviews were conducted by the selection committee, at which one firm was eliminated from furth consideration. Based upon input from the committee, staff is recommending hiring Parsons Brinckerhoff Quade & Douglas, Inc. ti perform the planning/traffic analysis. Bids from the three qualifying firms were $30,013, $36,975 and $37,900, with Parsons Brinckerhoff being the highest. Additional factors used in maki the selection and recommending Parsons Brinckerhoff were: o overall understanding of the project o technical abilities of key personnel and the 0 similar experience percentage of time the key personnel would devote tc t.he study a 00 I ri 4 el I z 0 F 0 a .. A 0 z 3 0 The need for close coordination with the community was identifiec both by staff and the consultant and staff is recommending the creation of a Technical Advisory Committee (TAC) to serve during the term of the study. The consultant would meet with the TAC during the project initiation task and at each of the three key review points during the study process. The consultant would al: be meeting with residents of the beach neighborhood to help identify issues, goals and opportunities. 0 j ,. e * Page 2 of Agenda Bill No. r5-1 L/ The City Council recently requested the Engineering Department t prepare a report on the feasibility of extending Washington Stre adjacent to the railroad tracks. This is one of the items that consultant will be addressing as part of the Northern Beach planning/traffic study and, therefore, it is not necessary to ha Engineering prepare a separate report at this time, FISCAL IMPACT Staff previously indicated to Council that funding for consultan hired to implement Citizen Committee recommendations would have come from the contingency fund. A fund transfer in the amount o $37,900 is on file in the Finance Department and is incorporated herein by reference. There would be no fiscal impact associated with the appointment a Technical Advisory Committee. FOR PREP- ARATION OF A PLANNING/TRAFFIC ANALYSIS OF THE NORTHERN BEACH AREA OF THE CITY, AND APPOINTMENT OF A TECHNICAL ADVISORY COMMITTEE. The City Council of the City of Carlsbad, California, hereby resolve as follows: 1. That certain agreement between the City of Carlsi and Parsons Brinckerhoff Quade b Douglas, Inc. for preparatiol planning/traffic analysis of the northern beach area of the C: hereby approved. 2. The Mayor of the City of Carlsbad is hereby authc and directed to execute said agreement for and on behalf of tl City of Carlsbad. 3. That a fund transfer in the amount of $37,900.00, file in the Finance Department and incorporated herein by reference, to fund this contract is approved. 4. From that commitment iii follows that the purpose of the study . is not to find ways to.intensify development at the beach by coming up with, special strategies for mitigating the impact of increased parking and traffic. The purpose is to provide council with realistic strategies--.including parking and traffic mitigations--for ensuring that future development at the beach will be consistent with the goal of protectihg, preserving, and enhancing this unique neighborhood--which is an asset to the entire city. The Beach Area Overlay Zone the council passed last year was the first step towards accomplishing that goal. It was not intended as the ultimate solution to all the problems of development at the beach. The council said at the time that more was needed and subsequently established the Special Treatment Area for that purpose. Council recognized; however, that a more comprehensive set of criteria should be based on a thorough study of the area's special resources and constraints, including present land-use and circulation patterns. It is the primary purpose, there- fore, of the present study to provide that background research and analysis, which the council needs to establish the more . comprehensive criteria for Special Treatment. The council has committed nearly $40,000 in city func'sto the study. A clarification of goals and purposes at this point would help assure this investment not be compromised by a lack of common understanding of objectives.
