CITY AlldB NEW POSITION: COMMUNITY DEVELOPMENT DIRECTOR TITLE CITY MGR.= w RECOMMENDED ACTION: Adopt Resolution No. rf'/8 creating position of Community Development Director at salary range $1,821 - $2,324 biweekly. ITEM EXPLANATION: In 1984 the position of Assistant City Manager - Community Development was vacated when Ron Beckman became City Engineer. Since that time the City Manager has coordinated the Building, Planning, Engineering, and Redevelopment departments. The heavy workload in those areas has required too much time and attention and has detracted from other management responsibilities. At this time I wish to reactivate the position of Community Development Director and appoint Martin Orenyak to the position. His responsibility will be to provide general management supervision to the BERP agencies (Building, Engineering, Redevelopment, and Planning); he will be responsible directly to the City Manager and will represent the manager in meetings and negotiations with developers, the council, citizens, commissioners, and the press. Initially, his top priority will be to review the development processing system and procedures and take steps to improve the efficiency and effectiveness of plan checking, project review and public hearing processes. In addition he will coordinate the move to new quarters for the BERP group, prepare the depart- mental budgets, and serve as Chief Administrative Officer at the new location. FISCAL IMPACT: The additional cost to the city will be $968 in 1986 Fiscal Year and $3,146 annually for salary only. This is assuming the position of Building Director remains vacant. WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Community Development Director be adopted and be included in the city's Classification and Salary Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Community Development Director, as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Community Development Director to the Management Salary Plan, as shown on Attachment By attached hereto and made a part thereof. LEWIS, Mayor Pro-Tem COMMUNITY DEVELOPMENT MANAGER DEFINITION Under administrative direction of the City Manager, to plan, organize, and direct the Planning, Engineering, and Building Departments; to perform highly responsible and complex professional administrative work; and to do related work as assigned. DISTINGUISHING CHARACTERISTICS This is a one position class. The incumbent serves as the manager of the city's Engineering Department, to include public facilities, capital programs, and transportation engineering services; the Planning Department; and the Building Department, to include Developmental Processing Services, Redevelopment, and Housing. As such, the position encompasses management responsibilities similar to those of Assistant City Manager, though the functions managed are under supervision of the City Manager. EXAMPLES OF DUTIES Assist in the development of overall goals, objectives, policies, and priorities. Analyze data, make recommendations, prepare reports and make presentations on the formulation of policy and procedure, and staffing and organizational requirements for planning, engineering, and building. Coordinate and participate in the provision of responsible staff assistance to the City Manager, City Council and other city boards and commissions as assigned. Conduct difficult policy and fiscal-related analytical studies and reports involving the evaluation of departmental operations and service programs. Assist the City Manager in the preparation, coordination, and analysis of annual department budget. Attend and make presentations at meetings of City Council, Planning Commission and other commissions. Represent the city in the community and at professional meetings as required. Coordinate activities with other city departments and other public or private agencies. Supervise, train, and evaluate staff. QUALIFICATIONS Knowledge of: Principles of organization, administration, budget and personnel management. Methods and techniques of research, statistical analysis and report presentation. Community Development Manager (cont.) State and federal laws and statutes relating to planning, zoning, redevelopment and housing, and engineering. Ab i li t y to : Communicate clearly and concisely, orally and in writing. Properly interpret and make decisions in accordance with laws, regulations and policies. Work cooperatively with management staff, employees and others. Supervise, train, and evaluate assigned staff. Establish and maintain effective relationships with public groups and organizations. ExDerience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be : Experience Five years of responsible administrative, budgetary, or other management analysis experience, including a minimum of three years of experience in Building, Planning, andfor Engineering. Education Equivalent to a bachelor's degree and preferably a graduate degree from an accredited college or university with major work in public administration, city planning, or related field is desirable.
