AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 21 OF THE
CARLSBAD MUNICIPAL CODE BY AMENDING THE ZONING
MAP FOR A ZONE CHANGE FROM RD-M TO RD-M-6.5Q ON
PROPERTY GENERALLY LOCATED ON THE SOUTH SIDE OF
LA COSTA AVENUE JUST WEST OF LA CORUNA PLACE. APPLICANT; CITY OF CARLSBAD

The City Council of the City of Carlsbad, Californ:
does ordain as follows:
SECTION 1: Title 21 of the Carlsbad Municipal Cod1
amended by the amendment of a zoning map for a zone change
M to RD-M-6.5Q on property as shown on the map marked ZC-33
Exhibit "B" , attached hereto and made a part hereof provide
the site plan shall require City Council Approval.
EFFECTIVE DATE: This ordinance shall be effective
days after its adoption, and the City Clerk shall certify t
adoption of this ordinance and cause it to be published at
once in the Carlsbad Journal within fifteen days after its
adoption.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
OF THE GENERAL PLAN TO CHANGE THE L9YD USE DESIGNA-
TIONS FOR THREE AREAS OF THE CITY'S GENERAL PLAN AN
TO CHANGE THE TEXT To IMPLEMENT THE REVISED DENSITY CALCULATIONS FOR OPEN SPACE
GPA/LU 85-13 - CITY OF CARLSBAD (ALGA HILLS)
CARLSBAD, CALIFORNIA, AMENDING THE LAND USE ELEMENT
GPA/LU 85-7 - CITY OF CARLSBAD (LA CORUNA PLACE)
GPA/LU 86-1 - CITY OF' CARLSBAD (OPEN SPACE). --
WHEREAS, the Planning Commission did on January 8,
and January 22, 1986 hold duly noticed public hearings as
prescribed by law to consider amendments to the Land Use Ell
of the General Plan GPA/LU 85-7, GPA/LU 85-13 and GPA/LU 86
and
WHEREAS, the Planning Commission has determined th
these projects would not have significant impacts on the
environment and the City Council has concurred and Negativc
Declarations were issued and approved in satisfaction of tt
requirements of the City of Carlsbad Znvironmental Protect'
Ordinance of 1980 and the California Environmental Quality
and 1 WHEREAS, the City Concil did on February 11 and I
February 18, 1986 hold duly advertised public hearings to
consider said amendments and at that time received the
recommendations, objections, protests and comments of all
interested persons desiring to be heard; and
WHEREAS, the City Council, after considerig all
pmposed changes to the Land Use Element of the General P'
directed the City Attorney to return with appropriate doc

General Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council
the City of Carlsbad, California as follows:
A, That the above recitations are true and correct
R. That the €indings of the Planning Commission as
forth in Planning Commission Resolution No. 2518 (GPA/LU 85-
Resolution No. 2525 (GPA/LU 85-7), and Resolution No. 2535
(GPA/LU 86-1) constitute the findings of the City Council.
C. That in addition, the City Council makes the
following findings:
“1. Since January 1985, the City of Carlsbad I been undertaking a comprehensive review of the Land Use Ele of its General Plan. As part of that review a Council appo
Citizens Committee prepared a comprehensive report and
recommendation to the City Council. That report was subjec
public hearings by both the Planning Commission and City Co

2. On August 6, 1985, the City Council adopt€ , Interim Ordinance No. 9766, imposing certain temporary lane controls on property within the City, consistent with the 1 recornmendation of the Citizens Committee which reviewed the 1 Use Element. On September 3, 1985, the City Council adopt€
I Interim Ordinance No. 9771 which extended the restrictions
Ordinance No. 9766 until July 20, 1986. On December 10, 1s
the City Council approved in concept several land use propc not contained in the Citizens Committee report. The Councj
finds that it is necessary to amend the Land Use Element 0‘ General Plan and appropriate sections of Title 21 of the
Carlsbad Municipal Code to implement the Open Space policic previously approved by the Council.
3. This action of the City Council is consis’ with long standing policies and objectives of the City to significant open space areas within Carlsbad, to enhance t: environment of the City by protecting those significant opl space areas and to improve the quality of life within the

citizens of Carlsbad by preserving significant environmental
features and by preserving natural and man made open space buffers between and within urbanized areas of the City. Fur protection of open space areas will ensure both passive and active recreational opportunities for the citizens of Carlst

D. That the Land Use Element of the General Plan
amended as follows:
1. GPA/LU 85-7 LA CORUNA PLACE: To change the L(
Use Element from RPlH to RM for approximately 1.58 acres of
property generally located on the south side of La Costa A
west of La Coruna Place as shown on the map marked Exhibit
GPA/LU 85-7 attached hereto and made a part hereof.

2. GPA/LU 85-13 ALGA HILLS: To change the Land
Element from RMH to RM on approximately 64 acres of proper
generally located on the south side of Alga Road east of
Alicante Road as shown on the map marked Exhibit A - GPA/I
13 attached hereto and made a part hereof.
3. GPA/LU 86-1 CITY OF CARLSBAD: To change the
Use Element of the General Plan by revising the text to rl
the density calculations for open space lands as Eollows:
