ITEM EXPLANATION: The State of California requires that personnel assigned to the fire department ambulance have an Emergency Medical Technician IA certificate. In the past, we have hired the employee and then paid the expense for the training. This can preclude assignment to the ambulance for up to one yeain. Requiaing the certificate prior to hiring will eliminate the training expense and allow immediate assignment to the ambulance. The majority of candidates on the previous eligibility list did have the certificate. This requirement is not expected to seriously reduce the number of applicants for the position. FISCAL IMPACT: Estimated savings of $900 in possible overtime expenses per employee hired. EXHIBITS: 1. Resolution No. xd/y. 2. Proposed classification with revision. 1 2 3 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8419 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA AMENDING THE CLASSIFICATION OF FIREFIGHTER TO INCLUDE THE REQUIREMENT OF EMT IA CERTIFICATION WHEREAS, the City Manager recommends and the City Council concurs, that the firefighter classification in the City's Classification and Salary Plan should be revised to include the requirement of Emergency Medical Technician IA at the time of hiring. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the requirement of Emergency Medical Technician IA certification to the firefighter classification in the City's Classification and Salary Plan as described in Attachment A, attached hereto and made a part thereof. FIREFIGHTER EXHIBIT A DEFINITION Under supervision, to fight fires and to participate in fire prevention activities in protecting life and property; to operate and maintain fire fighting and rescue equipment, and fire stations; and to do related work as assigned. EXAMPLES OF DUTIES Serve as hose operator in fire fighting situations including pulling working lines, manning the nozzle to direct the stream of water on the fire, placing, raising, lowering, and climbing ladders, and assisting in overhaul and salvage operations. Respond to rescue calls and administer first aid. Clean and inspect equipment, perform lubrication, make adjustments and repairs to equipment, andmaintain fuel and oil supply. Clean and test fire hoses. Routine inspection and maintenance of fire hydrants. Operate radio-telephone equipment. Clean station quarters and equipment. Study Fire Department rules and regulations, fire hazards, fire fight- ing techniques, and related subjects. Conduct fire prevention inspection and education programs. Participate in fire drills and training exercises. Respond to fire calls during off-duty hours. Participate in continuous training in fire prevention, inspection and suppression through both simulated and on-the-job exercises. May be assigned as a paramedic if properly trained, certified and appointed to perform such duties by the Fire Chief. Serve as Acting Fire Engineer or Acting Captain as assigned for emergency relief purposes. QUALIFICATIONS Knowledge of: Rules, regulations, and operational procedures of the Fire Department. Page 1 of 2 Firefighter (Cont'd) Ability to: Demonstrate physical endurance, agility and strength sufficient to meet the established standards of the City. Demonstrate a high degree of mechanical aptitude. Learn fire fighting methods and techniques, the operation of fire fighting equipment, street location and physical layout of the City, and major traffic and fire hazards. Think and act quickly in emergencies. Understand and follow oral and written directions promptly and accurately. Deal courteously and effectively with the general public. Establish and maintain cooperative relationships with those contacted in the course of work. Experience and Education: Ani combination equivalent to experience and education that could likely provide the required knowledge and abilities in qualifying. Necessary Special Requirements: Current certification as an Emergency Medical Technician IA in the State of California. Possession of a valid Class I11 California driver's license.
