Pettine NORTH COUNTY REGIONAL PLANNING BOARD Growth management is the most important issue facing not only Carlsbad but all of North County. What we do in Carlsbad will impact not only our residents but residents in the surrounding cities as well. Of course, the opposite is also true. The issue is truly regional in nature. Traffic is a prime example. The efforts of one city to control its circulation problems can be undermined by tht- lack of attention this problem receives by a neighboring jurisdicticn. 414J ar a) " ' a The cities of North County must cooperate with one another ,W4J u and work together to address these issues. Unfortunately v 0 that is not being done in any meaningful sense. U 4 pi I would like to propose the establishment of a North County 4'" Regional Planning Board. This Board would be comprised of 4- ; � the planning directors from each North County city W (i.e. Oceanside, Escondido, Vista, San Marcos, Poway and Carlsbad) and a planning representative from the County of w San Diego. The Board would meet monthly and address both 0 g � specific issues of environmental significance as UCJ w well as suggest long range planning policies. The Board © would render. opinions on these matters which would be Cd v. advisory to the various City Councils and the Board of Supervisors. P. Compatible city land use policies (i.e. zoning, open space, CO00I and growth policies) . N � 3. Compatibility of city and county land use policies. N N M I would like the City of Carlsbad to endorse this program. FollouY-Jng that endorsement this program could then be shared with the other cities and the county for comment and implemEintation.
