Recommend Council adopt Resolution No. 8'~31. , rejecting all bids for the
Library Security System and authorizingtlie'Purchasing Officer to invite bids
for the security system with revised specifications.
ITEM EXPLANATION
The 1985-86 Budget includes funds for the purchase of a materials securlty system for the Library.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was
published and a Request for Bids was sent to three vendors. Two responses were
received, opened, witnessed and recorded on December 4, 1985.
Following the bid opening, an analysis of the bids was undertaken by the Library
staff. Because technical speciflcations were used for the se~urity, system,. the
data received -in the •bids could.'not be eva1uatea , fafrly or· accurately. It is
recommended all bids be rejected and revised specifications be included in the new bid request.
FISCAL !~ACT
The cost of the Library Materials Security System will be within the budgeted amount of $27,645.

BIDS FOR LIBRARY MATER!~LS SECURITY SYSTEM
The library recommends rejection of the bids received
for a materials security systen and that th€ project
be ·re-bid.
The reasons for the rejection ·~re: 1) staff could
not evaluate the bids fairly or accurately based
on the highly technical specifications used and
the data received; 2) specifications caused problems
in compliance for one of the bidders and could
result in legal issues being raised; and 3) more
time is needed to insure that some technical innova-
tions proposed in these systems will meet the library's
needs.
In re-bidding the project, the library will ask
for a_proposal instead of using detailed technical
specifications. This should eliminate any confusion

OFFICER TO TO INVITE BIDS WITH REVISED SPECIFICATIONS
WHEREAS, th~ City Council of the City of Carlsbad, California, has
determined it ls necessary ard in the public interest to acquire a Library
Security System; ard
WHEREAS, bids have been received by the City of Carlsbad for a Library
Security System; and
WHEREAS, the staff could not evaluate the bids fairly ard accurately; and
WHEREAS, the City Council has determined that the public interest requires
the Council to exercise its discretion under Section 3.28.120 of the Carlsbad
Municipal Code and t•eject all bids.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
as follows:
1. That the above reel tations are true and correct.
2. That the bids for th_e library Security System are hereby rejected.
3·. That the Purchasing Officer of the City of Carlsbad is hereby
authorized and directed to proceed to publish in accordance with law, Notice to
Bidders, inviting bids for a Library Security System hereinabove described in
accordance with specifications herein above referred to.
