TO: The Mayor and members of the City Council of Carlsbad.
FROM: Richard Chick, City Cc.unci.lman
SUBJECT: Need for an independent management analysis of the
Carlsbad City Manager's Office.
I hereby ask that the Carlsbad City Council schedule an item for
discussion and vote as follows:
"Shall the Carlsbad City Council spend no more than $50,000 for
an independent analysis of the performance of the Carlsbad City
Manager's office, and subordinate departments."
I, believe that the.facts demonstrate that tax monies are being
wasted due -to a'significant lack of performance by the City
Manager. The Mayor and the City Council dispute my contention and
have publicly supported the City Manager, charging that my
motives are political. The latter charge is nonsense, of course,
designed, perhaps, to divert attention from the issues of cost
over runs, waste and mismanagement.
In order to resolve this devisive debate, I suggest that the
Carlsbad City Council commission an independent, reputable
management consulting firm to analyze and review the performance
of the City Manager's office and the subordinate departments. My
research indicates that such a study could be done for no more
than $50,000.
The taxpayers of Carlsbad have a right to efficient management,
which includes sound fiscal policy. In that the Council is
divided on this issue, an independent management analysis would
do much to clear the air. It's the rare government bureaucracy
which cannot be improved; let us look for ways to improve
Carlsbad City government by asking the advice of independent
experts.
