A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, REQUESTING THAT THE
TRACTS OFFSHORE SAN DIEGO COUNTY BE DELETED
FROM THE THE PROPOSED FIVE-YEAR OUTER
CONTINENTAL SHELF OIL AND GAS LEASING PROGRAM
WHEREAS, The City Council of Carlsbad, California, has been
concerned about the adverse impacts of oil and gas developments
offshore Carlsbad for the past ten years; and
WHEREAS, the Department of Interior has proposed a Five-Year
Outer Continental Shelf Oil and Gas Leasing Program for
January 1987-Decernber 1991; and
WHEREAS, the proposed five-year program has identified two
lease sales for the Southern California planning areas;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Carlsbad approves the following comments and requests
that the tracts offshore San Diego County be deleted from the
proposed five-year plan:
l. _All leasing activity associated with the five-y~ar
program should be ·scheduled after the EIR (Environmental Impact
Report) has been reviewed and approved.
2. 'l'he following lease areas should be deleted in the
five-year proposed program:

a. The tracts deleted by the Department of the Interior
in previous Southern California lease sales.
b. Tracts not bid upon by the petroleum industry in
previous Southern California lease sales.
c. The offshore area that was included in the Congressional
rnoratoria.

d. The tra~ts requested by the Department of Defense to be
jeferred f~om Lease Sale No. 80.
e. The ~~~rshore tracts which, if developed, would
adversely impact the air quality of the San Diego
County region.
f. The nearshore tracts which are adjacent to the following
sensitive biological coastal resources:
Oceanside Harbor
Buena Vista Lagoon
Agua Hedionda Lagoon
Batiquitos Lagoon
San Elijo Ecological Reserve
San Dieguito Lagoon
Scripps Shoreline Underwater Reserve
Penasquitos Lagoon
San Diego-La Jolla Ecological Reserve
Mission Bay
San Diego Bay
Tiajuana River National Estuarine Sanctuary
3. The tracts that have depth greater than 400 meters
should be deleted from the five-year proposed program. The
nearshore tracts to San Diego County should not be used for
experimental technology.
