refunded to the appropriate parties:

Mr. Straub paid for 2 se~er
laterals. It was discovered that
there was an existing lateral and
Mr. Straub should have paid for
only one. Mr. Straub is request-
ing a refund fer the additional
lateral fee.
Any refund of fees redu~es the amount of revenue available to the
city: however, the city may not retain fees collected in error,
collected for services ~hich cannot be rendered, or collected with
the intention of using said fees for a deposit to guarantee the
completion of a task once the tast is com,leted.
