RECOMMENDED ACTION: It is recommended that the City Council ADOPT Resolution No. Annexation. 'W3 *I APPROVING the Site II/Coast Waste Management ITEM EXPLANATION This item is a request of the Agatep Corporation, for the City Council approval of an annexation of 280.15 acres of land, comprised of two noncontiguous sites, generally located north of Poinsettia, east of 1-5, south of Palomar Airport Road and west of El Camino Real. Parcel 1 was prezoned to L-C (Limited Control) by the City Council on September 3, 1985. Parcel 2, consisting of nine properties, was prezoned RDM-Q; (Residential Density Multiple-Qualified Overlay); R-1-10,000 (single family with Q-Overlay); and PM-Q (Planned Industrial with a Q-Overlay), on December 21, 1982. On March 3, 1986 the Local Agency Formation Commission adopted a Resolution of Annexation for the property. A copy of this resolution is attached for your review. The last remaining discretionary action to complete the annexation is the adoption of a Resolution of Annexation by the City Council. Approval of this annexation would be consistent with the City Council's annexation policy. ENVIRONMENTAL REVIEW An Environmental Impact Report certified on Parcel 1, May 22, 1985, and a Negative Declaration on Parcel 2 issued November 12, 1982 are on file in the Planning Department. FISCAL IMPACT The annexation of this property will generate additional revenue from property taxes which should offset the cost of providing public services to the site. EXHIBITS 1. Location Map 2.
