PLN C LL > C e Q Q < .. z 0 E $ 8 a z 3 TITLE: REQUEST FOR FUNDING ADDITIONAL PLANNING DEPARTMENT POSITIONS AND RETENTION OF TRAFFIC CONSULTANT. RECOMMENDED ACTION: Adopt Resolution No. YSoL , authorizing funding for a previously approved position in the Planning Department (Senior Planner) and a new position of Transportation Planner, and the retention of services of the traffic consultant. ITEM EXPLANATION On October 15, 1985 Council approved a request for the reorganization of the Planning Department and the request for additional staffing. Two Senior Planner positions were shown on the proposed organizational chart, however funding was requested at that time for only one Senior Planner position. Since that time, a decision has been made to fill the other Senior Planner position with someone to coordinate the transition of moving coastal planning into the city's Planning Department. Gary Wayne, who has been handling the city's Local Coastal Planning (LCP) work, has been transferred from the Research/Analysis Department, thereby necessitating the request for additional funding to the Planning Department through the balance of PY 85-86. Funding for the position will be included in FY 86-87 budqet. (It is anticipated that work on implementation of the LCP will require approximately six months to complete. At the conclusion of the six month period, this position will be worked into the Planning Department daily operat ion. ) Staff is also recommending the creation of a Transportation Planner position. The City of Carlsbad has reached a point in its development where it is desirable to employ more sophisticated methods in dealing with day-to-day issues of proper planning for the city's overall circulation system. This can best be accomplished through the addition of a Transportation Planner to the City staff. With the addition of this position, it would then be possible to divide traffic/transportation into three different areas of responsibility. Planning would be responsible for determining where roads are necessary and make recommendations on the city's needs concerning alignment, circulation, etc. This individual would also provide staff support and input on projects for staff reports. Engineering would provide technical support concerning how best to design the roadways; and Utility Maintenance would provide the maintenance and signal repair, etc. As Council is aware, this is an area which needs the best possible expertise and guidance available. The Personnel Department is presently preparing a formal job description and salary range for this position. Staff is recommending Council authorization for the position at this time. r Page 2 of Agenda Bill No. fi-H Until such time as the Transportation Planner position can be filled, staff is recommending that the City continue to retain the services of Marty Bouman as a traffic consultant to the Planning Department through the month of June, on the same basis under which he curently works. He would work on special projects while at the same time working with the new Transportation Planner bringing that person up to speed on transportation matters in the City. FISCAL IMPACT It is estimated that the annual salary and fringe benefit costs for a Transportation Planner will be approximately $50,000. Since it is unlikely that this position could be filled before June 1, 1986, at this time funding is being requested for only one month. This position has been included in the budget request for FY 86-87. For the balance of FY 85-86, the following funds are requested: Senior Planner Traffic Consultant Transportation Planner Total $16,800 21,000 4,000 $41,800 Funding will be as follows: Transfer from Building $10,000 Transfer from Engineering $21,000 Planning Department $10,800 $41,800 EXHIBIT 1. WHEREAS, the City Council adopted Resolution No. 8225 on 5, 1985 approving the revision to the Planning Department xganization; and WHEREAS, it is necessary to fund the second Senior Planner ?osition; and WHEREAS, the City Manager recommends and the City Council :oncurs that it is desirable to create the position of rransportation Planner; and WHEREAS, the City Manager recommends and the City Council :oncurs that it is in the best interest of the City to retain the services of the traffic consultant through the month of June, 1986 . NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council Df the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes the funding of a second Senior Planner position. 3. That the City Council authorizes the position of rransportation Planner. 4. That the City Council authorizes the retention of the services of the Traffic Consultant through the month of June, 1986, on the same basis under which he currently works. 5.
