JF CARLSBAD - AGENDA 4LL RECOMMENDED ACTION: City Council adopt Resolution No. f509 approving the revision of fees for the Carlsbad Swim Complex, effective May 7, 1986. ITEM EXPLANATION The current fee schedule was established by City Council in November 1981, when the Swim Complex was first opened. No change in fees has been requested during the first four years of operation. Costs to operate the Swim Complex are increasing due to higher person- nel and maintenance expenditures. Staff reviewed pool fees, surveyed other pools, and has recommended the following changes in fees: (1) Increase the "Per Admission" fee, (2) Increase the "Discount Pass" fee, and (3) Decrease the "Group Rental" fee; no change in free use to Department/City and community sponsored groups. RENTALS CURRENT PROPOSED Community $40/hr $30/hr Commer ic a 1 $50/hr $40/hr DISCUSSION: The current "Per Admission" fee was established to give a cost break to children. Instead, it encouraged numerous teens to claim they were "still 12". The proposed Youth and Adult fees are in line with charges by similar municipal pools and will simplify the fee scedule. The Swim Pass increase recommended is $4 per Youth Pass, $5 per Individual Adult Pass, and $5 per Family Pass. Those who purchase swim passes are the most frequent users of the Swim Complex; 80% are residents of Carlsbad and the Individual Adult Pass is the most fre- quently used. Family and Youth Passes are purchased primarily for summer season use. Rental rates for exclusive group use of the Swim Complex were in line with similar municipal pools in 1981, however there has been little interest shown in renting the pool. There is no charge for group use of the pool by the Department, or City sponsored group use; no change recommended. ^" The $10 per hour decrease in rental rate is recommended for resident and non-resident youth, recreational, educational, industrial, civic, social, service, political, and religious groups wanting to host an exclusive use "Swim Party". The $10 per hour decrease in commercial rental rates is recommended for any group using the complex for fund-raising purposes. All rental fees include lifeguards for a group up to 50 users; for larger groups each additional lifeguard costs $6 per hour. FISCAL IMPACT For fiscal year 1986-87, the projected net increase in revenue is a total of $6,800. The largest increase is expected to come from PER ADMISSION; the pool rental revenue is projected as a $100 decrease. Staff feels this decrease in fee will generate more group rental and therefore increase actual revenue. The Aquatics goal is to be 55% self supporting. With this proposed increase, combined with revenue from instructional class use, it is anticipated that the total Aquatics revenue will be $96,885. CONCLUSION The proposed increase in fees will generate a little more revenue, will simplify the fee schedule and eliminate the need to question the age of youngsters in the 11 to 13 age group. No decrease in participa- tion by youth or adults is anticipated. The lowered pool rental rate may attract more participation of groups. The Parks and Recreation Commission at their 3/17/86 meeting reviewed the fee change proposal and recommended unanimously that the Council approve the new fees. EXHIBIT: 1. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad that the fee schedule shown in Exhibit A, attached-hereto and made a part hereof, is hereby approved.
