O o o oo RECOMMENDED ACTION: NoBy motion, adopt Resolution price and awarding Contract No. Carlsbad Safety and Service Center. accepting the negotiated 3006-7F Access Flooring for the ITEM EXPLANATION On March 18, 1986 the City Council authorized the negotiation of the contract for access flooring in the dispatch center at the Safety Center. Koll was given this authority because no bids were received for this item in Bid Package No. 7. As of April 8, 1986 the Koll Co. has received proposals from three vendors as follows: Tate Access Floors Hackett Environmental Systems Vincent Wentz Floors $14,493.00 $15,996.00 $17,500.00 The Koll Company recommends the award to Tate Access Floors for $14,693.00 which represents a savings from estimate of $6,955.00. References have been verified on the recommended bidder. Construction manager's estimate for this item was $21,648.00. FISCAL IMPACT Funds are available in Account No. 320-820-1810-3006. The breakdown for flagpoles, and access j flooring system costs are as follows, with appropriate AO written confirmations attached: ft Flagpoles•' The Flag Factory $3,000.86 Southern California Flagpole $3,857.00 Rayco Building Specialties $4,505.00 U.S. Flag and Pole $4,893.09 We recommend award to The Flag Factory for the amount specified, which represents a budget savings of $3,000.00. Since this work is less than $5,000.00, it seems appropriate within public bid constraints, to issue a Purchase Order direct without contract/bond requirements. Actual hard surface and carpet samples have been approved by Designtech, and we've also confirmed with the computer contractor the acceptability of the Tate system. It should be pointed out that once console, equipment, and wiring requirements are known, additional funds will be required for flooring cutouts. At $18.00 a piece for vinyl trimmed holes, $500.00 would most likely be adequate. We understand that an agenda bill will be prepared for City Council approval of the Access flooring award. Please let me know if additional information is required or if there are any problems with this recommendation. One of the two access floor systems is to be installed in a new Dispatch Center of maximum inside dimensions of 32'-0" long x 32'-0" wide, or 1,024 material square feet; the adjoining access floor system will be installed in a new Radio/Computer Equipment Room measuring a maximum 24'-0" wide, or 288 material square feet; both systems are predicated on a finished floor height of 12" as measured from slab to top of panel. The access floor will consist of our Tate 824 CRS computer grade all steel panels. Surface covering for panels in the Dispatch Center will be factory-laminated Geneva 3 carpet. Panels in the Equipment Room will be surfaced with 1/8" thick high pressure laminate (HPL). The access flooring supported by our Tate MOD 915 bolted stringer system including all required field and perimeter pedestal assemblies and 4'-0" galvanized steel stringers designed for mechanical fastening. Accessories to be furnished include the following: 1. An allowance of twenty-one (21) four-way diagonal seismic bracing assemblies. 2. An allowance of 20 square yards of rolled Tate Geneva 3 carpet for installation by others. 3. One (1) each double-suction and claw-type panel lifting device. 4. Spare material as follows: a. Your cost for the above access floor installation as de- scribed is $14,693.00 net including all required material, labor, freight and sales tax. Terms of payment are standard net 30 days from completion. Delivery; Please allow approximately 7-8 weeks lead time for material requisition and scheduling after our receipt of your purchase authorization. Option; If vinyl-trimmed cable cutouts are required, please add $18.00 net each. Exlcusions; 1. This proposal assumes that, prior to our commencement, of work, the Owner will arrange to have the subfloor thoroughly cleaned, damp mopped and sealed against dusting with a "clear seal" type liquid sealant. 2. Additionally, while we will leave our installation in a firstclass condition, any subsequent cleaning of the access floor surface or underfloor areas must be the responsibility of the Owner. In any case, a thorough final cleaning of the access floor components and sub- floor areas by a janitorial service, immediately prior to equipment move-in, is recommended practice. 3. Protection of the finished access floor is properly the responsibility of the Owner. 4. Although our Tate access floor systems will be electrically- continuous, any connection of our floor systems to a ground must be the responsibility of others.
