RECOMMENDED ACTION:
Adopt Resolution No. & appropriating $3,000 toward the
relocation of the AIDS Patient: Care Center in San Diego.
ITEM EXPLANATION:
The SANDAL Task Force on AIDS is recommending that cities
and the County share the cost of relocating the AIDS Patients
Care Center (see attached letter from Mayor Nagel of La Mesa) .
FISCAL IMPACT:
Cost of relocation is $92,500. Carlsbad`s share is $3,000. The
City will transfer $3,000 from the General Fund unappropriated
fund balance to 001-840-1010-2993 (Community Contributions).

RESOLUTION NO. 8555
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AUTHORIZING A
PAYMENT TO THE SAN DIEGO AIDS PLOJECT.
WHEREAS, the San Diego AIDS Patients Care Center has lost the
use of its current facility and must move to a new facility by May 31, 1986,
and,
WHEREAS, the San Diego County Regional Task Force on AIDS has
requested that the City of Carlsbad, along with other cities within
San Diego County, contribute $3,000 to help defray the costs of relocating
the project, and
WHEREAS, the City Council authorizes that such a contribution be
made, and
WHEREAS, money is available in the General Fund unappropriated
fund balance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad that $3,000 be appropriated from the General Fund
unappropriated fund balance to Account 001-840-1010-2993 for subsequent
payment to the San Diego AIDS Project for relocation expenses.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
City Council of the City of Carlsbad held on the 13th day of May
1986, by the following vote, to wit:
AYES: Council Members Casler, Lewis, Kulchin and Pettine
NOES: Council Member Chick

Dear Mayor Casler:
As your representative on the San Diego County Regional Task Force on
AIDS (appointed by the League of California Cities, San Diego County
Division, at the monthly Mayors' luncheon meeting), I hereby file my
first report for your review.
While the first few meetings have been for the purpose of developing
procedures, establishing rules, and creating standing subcommittees on
education, membership, bathhouses, legislation, medical issues, and
resources, we were assigned the additional task of identifying possible
sources for the purpose of relocating the San Diego AIDS project. The
San Diego AIDS project has been the sole agency functioning to serve and
support the ancillary patient care needs and the community education
needs of San Diego County in regard to Acquired Immune Deficiency
Syndrome.
The funding for the San Diego AIDS project patient care has been
completely community —based. As residents and leaders in San Diego County
are becoming increasingly aware of the impact of AIDS in our community,
it has become clear that the funding base of this project must be shifted
to a local governmental level. As this funding shift has been developing
through proper channels, the County sold the current site of the project
to the San Diego Hospice and the San Diego AIDS project must vacate by
May 31st. A new site has been located and in order to utilize this site,
major improvements must be made and moving costs provided. Every
possible avenue of funding this move I -as been considered, without success.
It was suggested, and the Task Force supported the idea, that an appeal
be sent out to the 15 smaller cities in San Diego County. I agreed a'd
felt it appropriate that the request originate from my office. The
request is for all small cities, on behalf of their citizens, to make a
one—time emergency contribution to the San Diego AIDS project of $3,000.

This is for the purpose of relocation only, as this obviates our setting
the precedent of funding social and health services which we have agreed
to be the responsibility of the County. However, due to the current
1986-87 budget hearings in every city throughout the County aad other
government levels and the lease expiring, should we wait for the State
and Federal monies to be released, the AIDS project would be without a
home and face the possibility of a shutdown for several months. The
timing of this is unfortunate. As a region we would face the possibility
and embarrassment of having allowed the unusual circumstances and stress
to create problems of an enormous magnitude for the patients who come to
the project from all areas of the County.
The identified costs necessary to execute this move total $92,500. Your
assistance of $3,000 compiled with the other cities will total $45,000.
I am asking the City of San Diego and the County of San Diego, in
separate letters, to contribute $23,750 each, thereby making up the total
as a one-time emergency fund to keep this worthwhile project serving the
residents of the County.
Please give this your most urgent and sincere consideration, as these
monies are needed now and must be committed prior to May 15th. Please
draw this contribution from your unallocated reserves or other fund
sources within your current 1985-86 fiscal budget. Considering this as a
part of 1986-87 budget would delay and magnify the above -mentioned
difficulties. Please make your check payable to the San Di ,o AIDS
Project and mail it to my attention at La Mesa City Hall.
The cities of San Diego have a respectable history of pulling together in
times of need to assist the County in a weal: moment (i.e., the ASTREA
helicopter purchase). This will stand as another fine example of our
willingness to cooperate and make a difference for the citizens of our
County. For this, I thank you.
