As a result of the resignation of our current City Engineer,
effective May 22, 1986, there is a need to commence the recruitment
process for a replacement. In light of this need, staff solicited
proposals from three professional recruitment firms: Hughes Heiss
& Associates, Korn/Ferry International and Ralph Andersen & Assoc-
iates, to assess the possibility of utilizing one of these firms for
this recruitment.
The decision to seek out the assistance of a professional rec-
ruitment firm, as opposed to using our Personnel Department, was
made based upon the added benefit and expertise gained in doing so.
Staff is recommending that we use the services of Hughes Heiss &
Associates because of their ability to aggressively approach a
greater pool of qualified candidates. Their extensive network
system in the profession will enable us the opportunity to review
a more select list of candidates and ultimately accomplish our goal
of selecting a quality professional who is right for Carlsbad.
The services which will be provided and the recruitment time-

The complete Hughes Heiss & Associates proposal is on file in
City Clerk's office for your review.
FISCAL IMPACT:
A budget appropriation of $13,500 is requested to fund this
agreement. $9,500 is for professional services, while reimburs- able expenses will be within $3,500 to $4,000 range. Funds are
available in the unappropriated fund balances of the General Fund.

RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARSBAD, CALIFORNIA, APPROPRIATING
FUNDS FOR PROFESSIONAL SERVICES.
WHEREAS, the City in desireous of obtaining the professional services of a
consultant for the purpose of recruiting for the position of City Engineer;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad
California, as follows:
1. That the abwe recitation is true and correct.
2. That the professional services agreement for this recruitment in an

amount not to exceed $13,500 is hereby apprwed.
3. That the City Council authorizes the funding of the professional
services agrement by a fund transfer fran the General Fund mappropriate fund
balance .
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
