RECOMMENDED ACTION:
ASSESSMENT DISTRICT
Continue the public hearing to July 1, 1986.
ITEM EXPLANATION:
This item was first presented to the Council as a public hearing on March 4, 1986. At the Council meeting of May 6, 1986, Council directed staff to prepare all documents, including a reimbursement
agreement with Carltas Co.
On May 12, 1986, staff met with representatives of Carltas Co.
and Paul Ecke, Sr. to discuss the reimbursement agreement.
Several revisions to the draft agreement have been made since that
time. Staff is continuing to workout the details of the agreement
with the Carltas Co. and Paul Ecke, Sr.
Staff will return with documents on July 1, 1986, The documents
Council will be asked to approve are as follows:
1, Resolution overruling and denying protests. 2. Resolution finding public interest, convenience and necessity.
3. Resolution ordering changes and modifications to the
4. Reimbursement agreements with Carltas Co. and Paul Ecke, Sr.
In addition, Council will be requested to approve, in concept, an
expenditure of approximately $2,100,000 as a City contribution to
this district.

FISCAL IMPACT:
The total cost of the proposed assessment district is estimated to
be $4,040,000, This includes a cash contribution by the City of approximately $1,770,000 and an additional advance of $330,000
subject to reimbursement by Carltas Co. and Paul Ecke, Sr.
