ITEM EXPLANATION
There exists a need for acquiring professional appraisal
services to evaluate City owned land, surplus property, or
other real estate needing an estimated value.
Currently the task is accomplished by soliciting project bids
from various certified members of the American Institute of
Real Estate Appraisers (MAI) for each project. This requires
a committment of the City's staff time by repetitively placing
advertisements, interviewing prospective appraisers, acquiring
bids on specific projects, conducting a non-biased committee
review of bids received, announcing the most qualified
appraiser, and informing the appraisers who were not selected.
It is proposed that an appraisers (MAI) list be composed of at
most five appraisers, in order to provide readily available
services to the City.

It is of the Consultant Selection Committee's opinion that
these appraisers are most qualified to meet the City's
requirements.
Each year, if required, the City will solicit new or
additional appraisers or renew the existing certified
appraisers list based upon costs and
per formance.

FISCAL IMPACT
As needed each developer shall utilize the selected appraiser
as determined by the City. The selected appraiser will
respond at the City's direction, or designee on behalf of the
City. The developer will surrender the cost of the appraisal
to the City which will be held in a fiduciary account until
the appraisal is completed. The City will make a payment to
the appraiser for services rendered once the appraisal is
completed. Occasionally there may be a need by the City to
employ the services of an appraiser, whereby the City will pay
for such services. The costs of such services vary
accordingly, depending upon the real estate parcel and the
complexity of the project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE MAINTENANCE
OF A LIST OF CERTIFIED APPRAISER CONSULTANTS FOR
APPRAISING REAL ESTATE;
WHEREAS, there exists a need for acquiring professional
appraisal services to evaluate City owned land, surplus property,
or other real estate needing an estimated value; and
WHEREAS, the City's Conslutant Selection Committee solicited |

in writing to forty randomly selected appraisers throughout the I
i
San Diego area; and :
i
WHEREAS, twenty-four firms responded and were further \
evaluated; and ;
WHEREAS, the Consultant Selection Committee identified five :
appraiser consultants who are most qualified to meet the City's i
requirements.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council hereby authorizes the utilization
of the following certified appraisers as founded by the
Consultant Selection Committee: Richard A. Fuller; Harold A.
Godwin 4 Associates, Inc.; Jones & Roach, Inc.; Hilliard Lipman &
Associates; and Andrew A. Smith Company.
1 PASSED, APPROVED AND ADOPTED at a regular meeting of the
2 Carlsbad City Council held on the 3rd day of June _ , 1986
3 by the following vote, to wit:
