ITEM EXPLANATION
As a part of the review of the La Costa Master Plan staff believes that a complete, up to date environmental impact re1
should be prepared. Staff expressed these concerns to the L( Costa Ranch Company, which owns the undeveloped portions of I Costa. After a minimal amount of consideration the La Costa Company agreed to pay the full cost for the preparation of ti Environmental Impact Report. A letter to that effect was submitted to the Planning Department on April 1, 1986.
Upon the receipt of this letter requests for proposals were to five consulting firms, all of which responded. The bids
Exhibit "A".) For each proposal submitted, the Planning Department conducted a thorough review of the scope of work, subconsultants to be used, qualifications and costs.
After reviewing all proposals, staff believed that Sanchez Talarico Associates should be selected to prepare the Environmental Impact Report for the review of the La Costa M Plan. Their proposal was comparable to the two higher bids being more complete and having better detail then the two lo
bids. Most of the report will be prepared by the two princi of the firm. The principals of this firm are familar with t Carlsbad area and have already prepared several inajor EIR's the City.
Because of the above stated reasons, staff recommends Sanche Talarico Associates for the preparation of the La Costa Mast Plan Environmental Impact Report. The estimated cost of the proposed work is $35,325.
FISCAL IMPACT
The developers (La Costa Ranch Company) are responsible for provision of the funding for the EIR. Funds will be deposit
with the City in a trust account, upon approval of this agreement.
