LIB I CITY MGR._ RECOMMENDED ACTION: Adopt Resolution No. PsOct authorizing the City Library to charge a fee of $5.00 per slide; increase the fees for interlibrary loans and reserves from 254 to 504; and institute a fine of 54 per day on overdue juvenile: materials. ITEM EXPLANATION: The library has a collection of 35mm slides which is housed in the Audiovisual Department. These slides represent, an irreplaceable historic resource and for this reason they are not available for loan. Anyone wishing to take slides out of the library must arrange to have duplicates made. Staff recommends charging a fee of $5.00 per slide to cover the cost of duplication, shipping, packaging, and staff time. Since slides are rarely used, whatever fees raised would be of little significance. In the past year, there have only been two or three requests. The interlibrary loan and reserve fees have been set at 254 for over five years. Due to the increased workload on reference staff and the volume of requests coming in, staff recommends these fees be increased to 504 to help cover increased costs. In 1985 the library collected about $350 in interlibrary loan fees and about $2,000 in reserve fees. With the new schedule, these fees would be expected to double. Children's materials account for nearly half of all library overdues. One of the major reasons for this high overdue rate is the lack of fines. Without fines there is not enough incentive for parents or children to return materials. The result is that a large number of items are not available to others. Therefore, staff recommends a 54 per day fine, which is half the adult rate. Juvenile fines have never been collected, but based on the fine rate for adult materials and the overall proportion of juvenile circulation, staff anticipates an annual collection of about $5,000 in juvenile fines. The Library Board, at its meetings of March 19 and April 16, 1986, has formally concurred with all staff recommendations. FISCAL IMPACT: Will increase library revenues as noted. RAUTENKRANt City Clerk (SEAL; WA CARLSBAD CITY LIBRARY USER POLICY FOR 35mm SLIDE COLLECTION GENERAL The library has a collection of over 5,000 35mm slides. Most of these are on Carlsbad themes. There are also over 700 historic photographs in a related collection. The slide collection is housed in a locked slide cabinet adjacent to the Audiovisual Desk. LOAN POLICY Slides in this collection represent a unique and irreplaceable historic resource. For this reason, slides are not available for loan. Anyone wishing to take slides out of the library for any reason must arrange to have duplicates made. The library will provide this service under the following conditions: 1, A two -week lead time must be given to have duplicates prepared. 2. A fee of $5 per slide must be pre -paid. The fee covers the duplication process, shipping, packaging, and staff time. �G s Y S 3. Credit must be given to the Carlsbad City Library as the source of the slide. The understanding is that slides which have been duplicated and paid for become the property of the patron and may be used without any restrictions. . ACCESS Although the collection has not been entirely organized, most of the slides are kept in general subject categories. Anyone wishing to view slides may do so in person by inquiring at the Audiovisual Desk. AV staff will make every effort to assist patrons in locating items. There is a light board attached to the cabinet which allows slides to be viewed in their pullout racks without having to be handled directly. 4/85
