RECOMMENDED ACTION:
City Council adopt Resolution No. 1 , establishing the classification of
Equipment Maintenance Supervisor.
ITEM EXPLANATION
A classifiction study has been canpleted by a personnel consultant on the
position of Equipment Mechanic Leadworker.
It was found that the classification description of Equipment Mechanic
Leadworker no longer depicts the scope of duties performed by the incumbent. He
is performing supervisory and coordinating tasks which are better described in a
new classification of Equipment Maintenance Supervisor.
The existing employee has been performing the duties outlined in the proposed
and current classification descriptions. Staff is recanmending to reclassify
the incumbent Equipment Mechanic Leadworker to Equipment Maintenance
Su pe rvi so r .
FISCAL IMPACT
It is estimated that the costs to reclassify the Equipment Mechanic Ledworker
to an Equipment Maintenance Supervisor will be $3,600 for salary and benefits
anrrually. - $1,404 bi-weekly.
The new range for the Equipment Maintenance Supervisor will be $1,108

RESOLUTION NO. 8601 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSBAD,
CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY
TO ADOPT THE CLASSIFICATION OF EQUIPMENT MAINTENANCE SUPERVISOR
WHEREAS, the City Manager recanmends and the City Council concurs, that the
classification of Equipment Maintenance Supervisor should be adopted and
included in the City's Classification Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes ad directs the City Manqer to add
the classification of Equipment Maintenance Supervisor as described in
Attachment A, attahed hereto and made a part thereof.
3. That the City Council authorizes and directs the City Manager to add
the title of Equipment Maintenance Supervisor to the Management Compensation
Plan at the rarge of $1,108 - $1,404 bi-weekly as shown on Attchment B, attahe
hereto and made a part thereof.
4. That the City Council authorizes the City Manager to reclassify
incunbent Equipment Mechanic Leadworker to Equipment Maintenance Supervisor; .

EQUIPENT MAINTENANCE SIJPERVISOR
DE FIN I TI ON
Under general direction, to sumrvise, inspect, ad participate in servicing,
mechanical adjustment, and repair work to gasoline, diesel, and other power-
driven equipment; and to do related work as assigned.
EXAMPLES OF DUTIES
Coordinate equipment maintenance activities with other City departments and
divisions, and with outside agencies.
Participate in budget preparation and .administration and assist in preparing
specifications for purchasing large equipment.
Supervise the servicing and maintenance of City equipment such as qasoline and diesel automobiles, trucks, tractors, and construction and maintenance
equipment.
Assign work to subordinate personnel.
Determine priority of work to be done and detenine repair costs.
Assist and supervise personnel in the work of servicing, repairing,
constructing, assembling, and installing parts, equipment, and machinery while
personally participating in the most complex and difficult repair work.
Maintain a variety of vehicles servicing records.
Requisition and purchase materials and supplies.
Supervise, train and evaluate assigned staff.
QUALIFICATIONS
Knowledge of:
Principles, methods, and practices pertaining to the operation of an
equipment maintenance and repair facility.
Tools, lubricants, equipment and procedures used in servicing, overhauling,
repairing and adjusting a variety of automotive and other power-driven
equipment .
Principles and methods used in a program of preventive maintenance.
Safe work practices.
Operating and repair characteristics of a variety of qas and diesel-powered
light and heavy equipment.
Record-keeping and report inq nrocedures.
Ability to:
Communicate clearly and concisely, orally and in writing.
Plan, direct, and coordinate the mechanical repair and maintenance of City
vehicles.
Estimate labor and material costs and requirements for major mechanical maintenance and repair.
Keep accurate records and required reports.
Establish and maintain cooperative relationships with those contacted in the
course of work.

Experience and Education
Any combination equivalent to experience and education that could likely
provide the required knowledge and abilities would be:
E xoer ience
Four years of experience as a journey equipment mechanic including
experience in the repair of construction equipment.
Education
Specialized training in the maintenance and repair of gas and diesel-
powered light and heavy equipment.
