City Council adopt Resolution No. &/a adopting the classification
description for Risk Manager.
ITEM EXPLANATION:
Currently, the city is administering its Risk Management program by
contracting for various services such as insurance brokering, safety
engineering and training, claims administration, etc. These functions
are presently supervised and coordinated by the Purchasing Officer.
Due to the growing responsibility and complexity of risk management in
the city, staff recommends that a full time Risk Manager be employed.
In order to proceed with the hiring of a Risk Manager, a Personnel
Consultant was retained to create a new classification. The consultant
analyzed the position and developed job specifications and a recommended
salary. The salary is comparable to other jurisdictions in San Diego
County.
FISCAL IMPACT:
The recommended salary range for the Risk Manager is $1,486 - $1,897
biweekly. This equals $38,636 - $49,322 on an annual basis. The
position is included in the budget for FY86-87.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, . .MENDING THE CLASSIFICATION PLAN OF THE CITY
TO ADOPT THE CLASSIFICATION OF RISK MANAGER
WHEREAS, the City Manager recommends and the City Council concurs, that the
classification of Risk Manager should be adopted and included in the City's
Classification Plan.,
NOW, THEREFORE, EE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to add
the classification of Risk Manager as described in Attachment A, attached hereto
and made a part thereof.
3. That the City Council authorizes and directs the City Manager to add
the title of Risk Manager to the Management Compensation Plan at the range of
$1,486 - $1,897 bi-weekly as shown on Attchment B, attached hereto and made a
part thereof.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 17th day of June , 1986, by the
following vote, to wit:

RISK NANAGER
DEFINITION
Under general direction, manqe the City's Risk Management prcgran, including
the analysis and projection of actuarial and lizbility risks; the preparation of
funding for current and anticipated claims; and planning and implementing of
risk and loss prevention prograns; performs related work as required.
EXAMPLES OF DUTIES
Designs insurance specifications, plans calls for bids, analyzes bids, works
with brokers and plans alternatives for most feasible, cost effective coverage
of City risks.
Manages and participates in risk prevention and cost contairment of prograns by
preparing bids for and managing and supervising resulting contracts of safety
engineering and training consult ants.
Analyzes legislation concerning risk management issues for impact on City
operations, and serves on canmittees and panels adwating necessary refonns.
Develops and maintains reporting systems for all incidents which effect City
development of loss prevention procedures.

Reviews applications for permits and licenses for possible City risks and makes
appropriate recanmendations for modification and issuance of said pennits and
licenses;
Participates in City manqement by developing risk cost experience and
projection data, canmunicating data to impacted manqers, and participating in
policy and progran development to minimize costs.
QUALIFICATIONS
Knowledge of
California legislative and case law carering lizbilities, actuarial principles
for projecting municipal corporate costs.
Loss prevention, arid control techniques.

Experience and Education
Any canbination of experience and education that could likely prwide the required knowledge ad abilities would be qualifying.

Education
Equivalent to a bachelors degree in public or business administration or a
related field.
Experience
Three years of professional experience administering risk management
fcnctions in a California municipal or private corporation; or conpletion of
college-level course work offered by the Insurance Eductaional Association
in Claims Adjusting, and Claims Manqement and five years of experience
administering Risk Manqement f mct ions.
